The Board of Trustees of the Village of Haverstraw hereby determines
it is necessary for the health, safety, appearance and general welfare of
the young people of the Village of Haverstraw for the creation of a Youth
Board for the purpose of creating programs to benefit young people in every
area possible.
The Village of Haverstraw Youth Board, hereinafter referred to as "the
Board," is hereby established in and for the Village of Haverstraw, in accordance
with Article 19-A of the Executive Law and § 95 of the General Municipal
Law of the State of New York.
The Board shall consist of no fewer than seven members, who shall be
appointed by the Board of Trustees. The Chief of Police and Trustee in charge
of Recreation, or their designees, shall be ex officio members of the Board
without a vote. The number of Youth Board members may be increased or decreased
by the Board of Trustees by a simple majority resolution.
All members of the Board, including the Chairperson, shall serve without
salary or compensation but shall be reimbursed for their actual necessary
expenses incurred in the performance of their official duties.
In making appointments to the Board, the Mayor shall take into account
professional competence and/or distinguished service rendered in any areas
of youth work.
The Board shall meet at least once each month on a stated day to be
selected by the Board and may hold such other meetings as it may determine
from time to time. Fifty-one percent of the members shall constitute a quorum.
Whenever the approval of the Board is required, the affirmative vote of a
majority shall be necessary.
The Board is hereby authorized and empowered to:
A. Promulgate rules and regulations relating to the conduct
of the Board and the attainment of its purposes.
B. Elect a Vice Chairperson, Secretary and such other officers
as they may deem advisable.
C. Accept, subject to the approval of the Mayor and Board
of Trustees, any gift, grant, device or bequest made to the Board for the
purposes within its jurisdiction. The members of the Board shall have full
and complete management, direction and control for all such gifts, grants,
devices or bequests upon such terms and conditions as may be prescribed by
the donors or grantors thereof.
D. Work with existing village youth agencies so as to encourage
a greater use of the facilities of such agencies.
E. Determine youth problems and needs and bring such findings
to the Mayor and Board of Trustees.
F. Recommend to the Mayor and Board of Trustees an effective
overall program for the prevention of delinquency, youth crime and neglect.
G. Encourage close cooperation between employers, labor,
schools, religious organizations, federal, state and local employment bureaus,
service groups and other public and private agencies so as to stimulate employment
for youth and initiate sound youth programs in the community.
H. Foster education programs in connection with youth, including
parental and adult education in relation to prevention of crime, neglect and
delinquency among youth.
I. Apply for, receive and expend municipal, federal and
state moneys for the purpose of carrying out its objectives.
J. Coordinate with the Mayor and Board of Trustees concerning
the design, implementation and running of the Village Recreational Youth Center
and program.
K. Do all things necessary to carry out the powers and duties
granted herein.
So far as practicable, and subject to the approval of the Mayor and
Board of Trustees, the services of all other village departments and agencies
shall be made available by their respective heads to the Youth Board for carrying
out of the functions stated herein.
