As used in this chapter, the following terms shall have the meanings
indicated:
Refers to Kings Point Park and to Stepping Stone Park, which parks
are under the jurisdiction of the Board of Commissioners of the Great Neck
Park District and are located within the Incorporated Village of Kings Point.
The following rules and regulations shall be enforced and administered
in any park.
Subject to special rules and regulations of any park, only individual
inhabitants of the Great Neck Park District who hold valid identification
cards issued by the Board of Commissioners may use said parks.
Unless otherwise ordered by said Board of Commissioners, the parks will
be open every day from sunrise until sunset. No person, other than an employee
of said Board or an officer of the Kings Point Police Department, shall be
in or remain in any park between sunset and the following sunrise unless authorized
to do so pursuant to a special regulation adopted by said Board.
A.
Except provided for herein or as otherwise ordered by
said Board of Commissioners, no person shall enter any park or use any property
therein unless he or she is the holder of a valid identification card issued
to him or her by authority of said Board. Guests of residents holding valid
identification cards may enter any park and use the facility thereof subject
to special rules and regulations promulgated by the Commissioners as to any
park.
B.
No person shall enter or leave any park except through
an established entrance or exit.
C.
No dog or other animal shall be brought into or allowed
to remain in any park.
D.
The consumption of alcoholic beverages and the bringing
in of the same is prohibited in any park, except in areas designated by said
Board.
E.
No person shall mutilate, deface or damage the park property
or break, cut, remove or injure any flower, shrub or tree in any such park.
F.
No person shall dump or deposit any bottle, glass, can,
metal, paper, garbage or rubbish within any park except in a receptacle provided
for that purpose.
G.
No person shall vend, hawk, peddle or distribute any
merchandise or circulate any advertising matter or post any signs, bills or
placards within any park without first obtaining written authority to do so
from said Board.
H.
No person shall call, assemble, hold or participate in
any mass meeting or public meeting in any park unless such meeting is first
authorized by said Board.
I.
No person shall fire or discharge or cause to be fired
or discharged any firearm, machine gun, rifle or shotgun or shoot, cast or
throw any arrow, dart, stone or similar missile in any such park. No person
shall ride any bicycle or motor vehicle in any such park, except in areas
designated by said Board. The prohibitions contained in this subsection shall
not apply to any police officer or peace officer while engaged in the performance
of his or her duties.
J.
Any person within or seeking entrance to any park, upon
demand of any park attendant at any time, shall exhibit his or her identification
card to such park attendant.
The Board of Commissioners shall designate areas to be used for picnics
and outings. All organized picnics and outings shall first obtain a permit
from said Board.
No person shall kindle, build or maintain or use a fire anywhere in
any park except in fireplaces provided for such purpose. Any fire shall be
continuously under the care and direction of a competent person over 18 years
of age from the time it is kindled until the time it is extinguished. No person
shall throw away or discard a lighted match, cigar or cigarette within, on
or against any building, structure, boat, car, vehicle or enclosure or under
any tree or under brush or grass unless it be to deposit the same in suitable
containers provided for the reception thereof.
It shall be unlawful for any person to intentionally abandon, discard,
leave or intentionally place any article or articles of personal property
in such person's possession in any park or to suffer or to permit the foregoing
in any park.
Every person shall conduct himself in an orderly manner and shall endeavor
to cause no discomfort or inconvenience to any person or patron.
Any person violating the provisions of this chapter, in addition to
being subject to any other penalties provided for in this chapter, may be
forthwith removed from any park by the person in charge thereof and may be
barred from further use of said facility.
