No person shall place or leave or cause to be
placed or left or allow to be left upon, alongside or adjacent to
any street, road, highway or sidewalk in this Village any goods, wares,
merchandise, boxes or show stands of any description or in any manner
to obstruct any such street, road, highway or sidewalk.
This article shall not be construed to include
the temporary occupation or use of so much of the sidewalk, street,
road or highway in front of any building or premises so far as may
be necessary in receiving and delivering articles or property to or
from such premises.
The Superintendent of Highways of the Village
may grant permission, in writing, to any person to keep any building
material in any of the public streets, roads or highways of the Village
for the purpose of building or repairs for a period not exceeding
one month, but such permission shall not authorize the obstruction
of more than 1/2 of the sidewalk, roads or highways and 1/2 the street,
road or highway opposite to the lot on which the erection of a building
or the repairs are to be made by the person to whom such permission
may have been granted, and such permission may be revoked by the Board
of Trustees of the Village on two days' notice.
No person shall suffer any taxicab, hack, motorcycle,
cart, wagon, sleigh or other vehicle of any character to stand in
any of the streets, roads or highways of this Village in such a manner
as shall obstruct the free passage of the same or upon any sidewalk
or crosswalk thereof.

No person shall encumber the streets, roads,
sidewalks or public grounds within the Village with any material whatever
or make any excavations in or disturb the surface of such streets,
roads, sidewalks or public grounds without first obtaining a written
permit from the Superintendent of Highways of the Village. Such applicant
shall file such bond or deposit as may be established from time to
time by resolution of the Board of Trustees to insure the proper restoration
of the premises which is the subject of the application, including
the relaying of any pavement or sidewalk, and the restoration of other
public improvements which may have been disturbed. Any person encumbering said streets, roads or highways
or public grounds with any material whatever or making or causing
to be made any excavation, after obtaining said written permit, shall
erect and maintain proper guardrails and lights around the same to
warn travelers of any danger arising from said encumbrance or excavation.
It shall be unlawful to encroach upon or to
use the unpaved portion of any street or highway between the property
line and the paved road surface for the planting of trees, shrubs
or bushes or the erection or maintenance of walls, fences, posts,
gates or other structures without first obtaining a written permit
therefor from the Board of Trustees of the Village. Any tree, shrub,
bush, fence, wall or other structure now existing in said unpaved
area shall, upon notice to the owner or occupant of the premises abutting
on said area, be removed forthwith, and such owner or occupant shall
restore the surface of such area by filling, grading and seeding with
grass seed.
