Where the Board of Trustees or the Board of
Appeals approves a use which will be exempt from taxation of real
property as provided in the Real Property Tax Law, and with the consent
of the owner of the subject property, the approval of the permit or
variance may include a condition that the owner and the village execute
a written agreement, in a form approved by the Village Attorney, to
provide that the village will receive specified payments in lieu of
taxes to help defray the cost of providing municipal services to such
use.

No building, structure or premises shall be
used for any purpose which is or may reasonably be expected to be
obnoxious or offensive by reason of causing or emitting odor, smoke,
vapor, gas, dust, garbage, refuse matter, noise or vibrations or which
is or may reasonably be expected to be dangerous or harmful to or
inconsistent with the good order, peace, health, safety, morals or
general welfare of the community or which tends to disturb or annoy
residents of the village or which involves any explosion menace or
any serious fire hazard.
