As used in this chapter, the following terms shall have the meanings indicated:
Allowing district agents and employees entry to a premises, including all buildings and such portions of the same which contain water pipes, meters, remote meters and wire and pipes connected thereto. Access includes clearing away for the district's agents and employees any personal property, debris or obstructions and removing any structural obstructions, drywall, ceiling partitions or other impediments to the inspecting, repair or replacement of water meters, pipes, wires and other appurtenances which the district maintains.

The valve connecting the main and the street service main.

That portion of the water distribution system lying in the public roadway.
Any construction of a previously nonexistent structure requiring a discretionary or ministerial permit issued after May 1, 1987. "New construction" does not include additions, modifications or improvements to existing structures not physically separated from the structure added or improved upon.

Any individual, partnership, association, corporation or other entity.
That portion of the water distribution system lying in private roadways or rights-of-way.
A three-month period beginning on the first day of January, April, July or October.
That portion of the water distribution system lying on private premises and extending from the curb stop to the meter.
That portion of the water distribution system lying in the public roadway and extending from the corporation stop to the curb stop.
The Superintendent of the Highland Water District.
Any toilet that uses 1.6 gallons of water per flush or less.

The premises or portion of the premises of one owner occupied by one family or one commercial or industrial entity.
