No plant known as a "filling station," "service station" or "garage" handling gasoline or any other explosive liquids for retail sale or dispensing the same shall be permitted to store or dispense the same within the village unless an application is presented to the Board of Trustees and a license is issued by said body.

The annual fee for a license required herein shall be as provided in Chapter A350, Fees.

No license required by this chapter shall be issued to any applicant until he has received a special permit from the Board of Trustees in accordance with § 345-40.

All gasoline filling stations will provide an air compressor capable of inflating tires and shall do so at no charge to the user thereof.
