No person shall indulge in disorderly or noisy or disturbing conduct within the village. Any person who commits any of the following acts shall be deemed in violation of this section:
A.
Offensive language, conduct or behavior. Uses or indulges in offensive, disorderly, threatening, abusive or insulting language, conduct or behavior.
B.
Annoys or disturbs others. Acts in such manner as to annoy, disturb, interfere with, obstruct or be offensive to others.
C.
Unlawful assembly. Congregates with others on a public street, sidewalk, park or place for other than a lawfully permitted purpose and refuses to move on when ordered by the police.
D.
Causes crowds. By his actions causes a crowd to collect, except when lawfully addressing such a crowd.
E.
Shouts or makes noise. Shouts or makes any other noise either outside or inside a building during the nighttime to the annoyance or disturbance of any considerable number of persons.
F.
Interferes with others. Interferes with any person in any place by jostling against such person or unnecessarily crowding him or by placing a hand in the proximity of such person's pocket, pocketbook or handbag.
G.
Solicits alms. Stations himself on the public streets or follows or approaches pedestrians for the purpose of soliciting alms or solicits alms on the public streets unlawfully.
H.
Solicits lewd acts. Frequents or loiters about any public place soliciting any person for the purpose of committing a crime against nature or other lewdness.
I.
Tampers with municipal property, notices, etc. Damages, destroys or makes improper or unauthorized use of any municipal property, including parks, parking fields or stadiums, or conducts himself in a manner contrary to any notices, rules or regulations of the village or refuses to obey orders of any person in authority with respect to the use of or conduct in or with respect to such property.
J.
Disturbs peace and quiet. Destroys the peace and quiet of the village or any lawful meeting or assembly therein.
K.
Loiters.
(1)
Loiters or congregates with others on the street, sidewalks, doorways or stairways or areas adjacent thereto, or on stairways, platforms, waiting rooms and escalators of railroad or bus stops so as to impede traffic, or to the annoyance of passersby or others.
(2)
Loiters or congregates with others on village-owned or -controlled properties, including any and all park and memorial areas, without the express written consent of the Board of Trustees, or remains upon said premises without any legitimate reason for being there and not having written permission from the Board of Trustees authorizing the congregating within said premises, or wanders in and about said premises without apparent reason and under circumstances which justify suspicion that he or they may be engaged or about to engage upon criminal activity, and upon inquiry by a peace officer refuses to identify himself or fails to give a reasonably credible account of his conduct and purposes.
