Before any plumbing work is started in a building, any additions or alterations are made to old work, a house sewer connection is made or new water distribution pipes are installed, an application on regular printed forms, properly filled out in ink and signed by a licensed master plumber, shall be filed in the office of the Village Administrator. Inspection fees as described herein, together with plans and a description in duplicate showing and describing the proposed work, shall accompany the application. Where only stoppages are removed or leaks repaired or where plumbing fixtures are replaced without altering or disturbing any drain, soil, waste or vent pipe, no application or permit will be required. New fixtures replacing old fixtures must be vented in accordance with this code, regardless of the venting of the existing fixtures.

A. 
A fee as provided in Chapter A350, Fees, will be charged for a plumbing inspection which does not include more than five fixtures. When the inspection includes six or more fixtures, the above sum shall be increased at a rate as provided in Chapter A350, Fees, per fixture. It is understood that the fee covers all new work, overhauling or additions to plumbing work in any one building within the village.
B. 
A fee as provided in Chapter A350, Fees, will be charged for the replacement of water distribution pipes only. Where more than one inspection is required, a fee as provided in Chapter A350, Fees, will be charged in advance for each additional inspection.
C. 
A fee as provided in Chapter A350, Fees, will be charged for the cleaning of an existing cesspool.
A. 
All regulations adopted by the County of Nassau governing discharge into a connection to the county sewer facilities are hereby made a part of these regulations and must be complied with by the applicant or owner of the premises involved.
B. 
A separate application must be filed for each sewer connection to a building. These applications shall be signed by the fee owner of the premises and his plumber, who must be specifically authorized by such fee owner to make such application. No village permit will be issued unless a permit from the County of Nassau to connect with the county sewer facilities has previously been obtained and is presented with the above-mentioned application for a village permit. This application does not include any change or alteration to plumbing inside of the building, for which a separate application must be made as provided for herein.
C. 
The fee for each sewer connection permit shall be as provided in Chapter A350, Fees, and shall accompany the application. No fee shall be returned after a permit has been issued.[1]

D. 
Certificates of compliance. Immediately upon approval by the Building Inspector of the installation of a sewer connection to a building, a certificate of compliance shall be issued to the plumber and a copy sent to the owner. The Building Inspector shall at this time place the date and time he inspected the work and note it on both the plumber's and homeowner's copy. In the event that the installation of a sewer to a building has not been completed and approved within three months after the date of issuance of the permit, the deposit referred to in this Article shall be forfeited.

E. 
The application for final inspection shall be accompanied by a maintenance bond in the sum of $1,000 minimum if requested by the property owner prior to the filing of the application.

A. 
The plumbing plans shall consist of such floor plans and sections as may be necessary to show clearly all the work to be done, including but not limited to all sewers, drains, dry wells, soil, waste and vent pipe lines, the location of fixtures and their traps and connections. All plans shall be drawn in ink or may be reproducible prints of pencil drawings.
B. 
All applications for sewer connections need not be accompanied by plans unless so required by the Building Inspector.
C. 
Approval of plans required. No work shall proceed until the plumbing plans and specifications referred to in this Article shall have been approved in writing by the Building Inspector.[1]

D. 
Modification of approved plans. Modification of approved plans or of the work described therein shall not be permitted unless such changes have been previously allowed by the Building Inspector upon written application signed by the owner or architect.[2]

E. 
Expiration of approval. Plans are approved upon the condition that such approval expires by its own limitation six months from date of permit unless work under it is then in progress. If it is not begun under approved plans within that time, such plans shall again be presented to the Building Inspector for reconsideration.[3]
