Street requirements for subdivisions — See Ch. 191.

Plans showing original and finished grades and plans showing proposed drainage facilities shall be submitted to the Town Planning Board and the Town Superintendent of Highways before final subdivision plot approval can be given. No construction shall be commenced until such approval has been given.

A. 
General.
(1) 
The contractor shall remove all rock, earth and other material required by the plans for the full width of the road property. He shall dispose of this material as required.
(2) 
Earth embankments shall be constructed to established lines and grades for the full width of the road property at the locations shown on the plans. Embankment material shall be natural soil free from excessive moisture, frost, stumps, trees, roots, sod, muck, marl, vegetable matter or other unsuitable materials. Embankment material shall be obtained from approved borrow pits and shall be well graded from fine to coarse with a minimum content of silt.
(3) 
Where embankments are to be placed under water, only acceptable granular material shall be used. All materials shall be suitable for compaction in layers not exceeding eight inches in thickness and shall remain stable when wet.
B. 
Stripping.
(1) 
Prior to the commencement of excavation or fill, stripping shall be conducted to remove all topsoil, roots, organic matter, rubbish or other debris for the full width of the road property.
(2) 
Usable topsoil from stripping shall be stockpiled for future use at approved locations outside the limits of the road property.
C. 
Material to be used.
(1) 
If there is not sufficient excavated material of a suitable quality at the site to complete the embankment, subgrades and backfilling to the required lines and grade, the contractor shall borrow the necessary additional materials. The source and acceptability of the borrow material shall be subject to the approval of the Highway Superintendent at all times.
(2) 
The contractor shall request the Highway Superintendent's approval of proposed borrow areas at least five days before taking any material from such areas. All test pits, explorations and laboratory tests required by the Highway Superintendent to evaluate the acceptability of borrow shall be done by the contractor at his own expense.
D. 
Placing.
(1) 
In general, embankment materials shall be placed in horizontal layers not exceeding eight inches in thickness, measured after compaction, and shall be thoroughly compacted. Stones, if any, shall not exceed six inches in greatest dimensions and shall be well distributed through the mass.
(2) 
Each layer of embankment material shall be thoroughly tamped or rolled to the required degree of compaction by sheepsfoot or pneumatic rollers, mechanical tampers or vibrators. Successive layers shall not be placed until the layer under construction has been thoroughly compacted.
(3) 
Trucks or other heavy equipment shall not be operated over pipelines until a minimum of 36 inches of backfill above the crown of the pipe has been placed and properly compacted.
E. 
Compaction control.
(1) 
Embankment shall have a minimum dry density of 95% of the maximum dry weight density in pounds per cubic foot as determined by the American Association of State Highway Officials (AASHO) standard density test or the Proctor compaction test.
(2) 
All laboratory tests required by the Highway Superintendent shall be done by an approved testing laboratory at the contractor's expense.
(3) 
When the test results indicate that insufficient compaction has been obtained in any layer, the contractor shall take such action as the Highway Superintendent may direct to modify or alter the moisture content of the soil, to provide additional compaction or otherwise to increase the in-place soil density.

A. 
The contractor shall prepare the subgrade to receive the pavement and concrete gutters in conformity with the lines and grades as shown on the plans. Before the subbase material is placed upon the subgrade, it shall be shaped to line and grade and compacted with an approved self-propelled roller weighing not less than 10 tons. All hollows and depressions which develop under rolling shall be filled with acceptable granular material and shall be rolled. Granular materials used to fill depressions shall consist of approved hard, durable particles 100% of which shall pass a one-half-inch sieve and not more than 5% of which shall pass a No. 200 sieve. This process of shaping and rolling and filling shall be repeated until no depressions develop. The subgrade shall not be muddy nor otherwise unsatisfactory when the subbase material is placed upon it. If soft spots develop during the rolling, the material shall be removed and replaced with acceptable granular material as above.
B. 
A layer of Mirafi 500X fabric or approved equal shall be placed directly upon the prepared subgrade to the width of the proposed pavement limits, including concrete gutters or shoulders, unless placement is waived by the Town Highway Superintendent.

The subbase course shall be constructed in accordance with the plans and with Item 304.03, Type 2, consisting only of crushed limestone and with Item 304.05, Type 4, of the New York State Department of Transportation Specifications, dated January 2, 1990.[1]

The surface course shall be constructed in accordance with the plans and Section 403, Items 403.13 and 403.1901, and with Section 407, Item 403.0101, of the New York State Department of Transportation Specifications, dated January 2, 1990.

Concrete gutters shall be constructed in conformance with the plans and with Item 624.01 of the New York State Department of Transportation Specifications, dated January 2, 1990. Air-entrained concrete shall be used for all concrete gutters. Where directed by the Town Highway Superintendent, the contractor shall place under concrete gutters four-inch drain tile connected to the storm sewer system.

A. 
Rough grading must be completed before the construction of any utilities is commenced.
B. 
The subgrade must be inspected and approved by the Town Highway Superintendent before the subbase course, including the layer of Mirafi 500X fabric or approved equal, is placed.
C. 
The subbase course must be inspected and approved by the Town Highway Superintendent before the binder course is placed.
D. 
No part of the binder course or concrete gutters shall be constructed until six months after the installation of all utilities and/or until written permission is given by the Town Highway Superintendent.
E. 
No part of the top course shall be constructed until 12 months after the installation of all utilities and until written permission is given by the Town Highway Superintendent.
Proper size culverts shall be used after approval by the Town Superintendent of Highways. No ditch crossing shall be less than 12 inches in diameter, or larger if required, and such crossings should be graded to Town Superintendent specifications at each location.
A. 
The minimum width of the right-of-way shall be 66 feet.
B. 
The width of the pavement shall be 20 feet.
C. 
The width of shoulders shall be six feet, and the shoulder shall slope one inch to one foot.
D. 
The slope of the shoulder to the ditch shall be one on three.
E. 
The bottom of the ditch shall be lower than the subgrade of the road.
F. 
In locations where the fill is over four feet in height, slopes shall be not less than one on two.
G. 
Any fill which is five feet above the surrounding ground shall be protected by guideposts and railings as specified by the Town Superintendent of Highways for each individual location.

A. 
Effective January 1, 1999, this policy shall require property owners to purchase the culvert pipe. The pipe can be purchased from the town at its cost.
B. 
The highway department will install the culvert and absorb the cost of material (crusher run), labor and equipment.
C. 
This policy shall affect new installations only, and the town shall absorb the total cost for replacement of existing culverts.
