The biennial election of officers of the Fire Department as provided by Section 13 of the City Charter shall be conducted in accordance with the following regulations:
A. 
A convention of the delegates of the seven volunteer fire companies shall be held not less than 10 days nor more than 15 days prior to the day of the election.
B. 
The election of officers shall be held on the second Tuesday in June of each odd-numbered year.
C. 
The election shall be held in the Central Firehouse between the hours of 3:00 p.m. and 9:00 p.m., and the use of a voting machine will be permitted in recording the votes cast.
D. 
The Common Council shall designate two inspectors to serve at this election, and said inspectors shall be compensated at a rate not to exceed $4 each.
E. 
The election inspectors shall canvass the votes and make a report thereof to the Common Council, who shall have the power to confirm the officers so elected.
