A.
An application for permit to construct, alter, repair, move or demolish a building or structure shall be made by the owner or his authorized agent on the official form and/or forms provided by the Commissioner of Public Works.
B.
The owner or owners of the property in question shall be the party primarily responsible for any and all permits.
C.
Excavation or other work shall not be started before a permit is granted, as prescribed by this code, but the Commissioner of Public Works may issue a temporary permit for excavation, if deemed for the best interests of all concerned.
D.
Buildings for which permits have been issued before this code takes effect may be finished according to the regulation existing prior to the enactment of this code, but subject to the further approval of the Commissioner of Public Works if in his judgment changes should be bade to carry out the provisions of this code.
E.
Unpermitted demolition.

No person shall demolish or destroy a building or structure without the written approval of the Commissioner of Public Works.
(2)
Notwithstanding the provisions of § 193-50, any person who violates the provisions of Subsection E(1) above shall be guilty of a Class A misdemeanor, punishable by a fine of not more than $2,500 or imprisonment for not more than one year, or both, and shall restore the property to the condition it was in prior to its demolition or destruction, or shall agree to and, in fact, provide restitution for the restoration of the property to the condition it was in prior to its demolition or destruction, whichever the court determines is appropriate under the circumstances.
