A.
It shall be unlawful to use or permit the use of any building or premises or part thereof hereafter created, erected, reconstructed or enlarged, or of any building or premises or part thereof hereafter changed or converted to a different use, until a certificate of occupancy shall have been issued therefor by the Commissioner of Public Works.
B.
The owner or his representative may apply for a certificate of occupancy when the building is completed. If the building is found to have been constructed in accordance with the provisions of this code, the Commissioner of Public Works shall issue a certificate of occupancy therefor, within 10 days of date of notification.
