There is hereby created in the City of Middletown a department to be
known as the "Economic Development Department."
There shall be appointed by the Mayor a Director of Economic and Community
Development, who shall be head of the Economic Development Department. He
shall have qualifications as set forth by the Civil Service Commission.
The Director shall hold office during the pleasure of the Mayor and
shall be an annual appointment and may be either a resident or nonresident
of the City.
The appointment of the Director of the Economic Development Department
shall be submitted to the Common Council for approval annually.
The Director may appoint such subordinates and may incur such expenses
as are provided by the United States Department of Housing and Urban Development,
or as provided for by the Board of Estimate and approved by the Common Council
in accordance with the laws, rules, policies and requirements established
by the United States Department of Housing and Urban Development and the City
of Middletown.
The Director of the Economic Development Department shall perform such
duties as may be required by the Mayor and shall have responsible charge of
community economic development and have responsible charge of administration
of the Federal Code Enforcement Project for the City of Middletown.

Fees as set forth in this article shall be applied to cover the administrative
time spent in the preparation of applications.
A. CDBG small business loan application fee (loan not to
exceed $25,000):
(1) Loans under $12,500: $25.
(2) Loans from $12,500 to $25,000: $50.
B. SBA (Small Business Administration):
(1) Loans under $100,000: $75.
(2) Loans between $100,000 and $250,000: $100.
(3) Loans in excess of $250,000: $150.
C. JDA (New York Job Development Authority):
(1) Loans under $100,000: $75.
(2) Loans from $100,000 to $250,000: $100.
(3) Loans over $250,000: $150.
D. UDAG (Urban Development Action Grant):
(2) Between $250,000 and $500,000: $250.
F. CDBG rental rehabilitation applications (loans): all
rental rehabilitation applications: $10.
G. CDBG housing grant/deferred loans: no fee, low-income
applicants.
H. Other resource programs (as applicable):
(2) From $100,000 to $250,000: $100.
(3) From $250,000 to $500,000: $150.
(4) From $500,000 and up: $350.
