As used in this ordinance, the following terms shall have the meaning indicated:
TOURIST CAMP
Any place where tents, tent houses, camp cottages, house cars or trailers are located, said camp being maintained by any person, firm or corporation for use by transients by the day, week, month or season, whether a charge is or is not made.
Camps shall be in charge of an attendant, to be provided by the owner of operator of each camp, at all times, who shall superintend the camp and be responsible for the enforcement of these sanitary regulations.
Camps must be provided with adequate supply of water of a good sanitary quality, from a source approved by the Health Officer.
Camps shall be provided with safe, sanitary means of sewage and waste disposal. Where City sewage is available water flush toilets shall be installed and maintained; however, in the absence of sewerage, septic tanks of plan approved by the Health Officer, with water flush fixtures, shall be used. Adequate number of lavatories with running water shall be provided, together with soap and individual towels.
All garbage and other refuse shall be deposited in large, tightly covered metal cans placed at frequent intervals around the grounds. Garbage cans in sufficient number to handle the wastes from the camp must be provided. Once daily, the contents of every can must be collected and disposed of. No waste matter shall be deposited upon any street, highway or public place within the City limits. No liquid waste shall be disposed of other than by emptying into the public sewage system or a septic tank. No laundry, animal washing, car washing or other slop-creating practices shall be carried on at the individual cottage or car sites.
Any sickness shall be reported to the Health Officer within 24 hours. All camp cottages, house cars, trailers and tents shall be accessible to sanitary inspection by the Health Officer or his agents at all reasonable hours.
Throughout each camp, the rules and regulations of the Department of Health must be conspicuously posted, also the rules governing each camp. The campers must abide by every rule; those who do not comply with all the regulations will be treated as public nuisances and handled accordingly.
The Health Officer is hereby empowered to make such further regulations as he may deem necessary for the governing of tourist camps. Camps which do not comply with all the sections of this ordinance will be refused a permit until all of the above requirements are complied with.
Any camp operating or attempting to operate without first securing a permit from the Health Officer will be declared a nuisance and dealt with accordingly.

Any person violating any provisions of this ordinance shall be guilty of an offense within the meaning of the Penal Law of the State of New York and shall be subject to a fine of not less than $100 nor more than $500 and/or up to 15 days in jail, and each day on which such violation occurs or continues shall constitute a separate offense.
