The service connection from the main to the curb shall be installed by the consumer and the consumer will pay the tapping fee as provided in the schedule of charges. The Village will furnish and install the corporation stop. On new metered services, the Village will furnish and set the meter at the curb, provided that if the meter is set at the curb, the consumer shall bear the expense of an approved and suitable meter pit. The tap will not be made until the consumer has paid the tapping fee, except where a service installation is desired to supply water for building construction, in which case the tapping fee and the charges for building water services must be paid before the service is installed. In addition to charges for building water, builders may be required to make a deposit, fixed by the Village, which will be refunded if the Village is notified within 60 days of completion of construction, upon payment of all charges and written request for such refund.
