Meters will be read triannually and consumers
will be billed triannually, at the Village's option, for all water
consumed in excess of the amount allowed under the minimum rate.
For new services installed at any time during
the billing period, the minimum meter rate and also the amount of
water allowed thereunder will be prorated according to the number
of days remaining to complete the billing period.
All contracts for the supply of water are made
for the period terminating with the end of the billing period next
after the date of the contract. Unless the consumer terminates the
contract by notice in writing to the Village not less than 10 days
before the expiration of the billing period or the Village exercises
the right to discontinue service under these regulations, the contract
shall be deemed to be renewed for the following billing period and
charges will become payable when due.
The Village's acceptance of the contract to
supply service obligates the Village to invest in such facilities
as will ensure the adequate supply of potable water for the contract
period. Consequently, the Village is unable to make any refund of
any portion of the minimum charges on account of vacancies of any
kind.

An owner or tenant, upon moving out of a premises, shall notify the Village in writing of the change in residence so that the Village may bill the consumer who is moving out for any excess water used to date and thus protect him against paying for more than his share of the water bill. Upon such notification, the Village will read the meter and the new occupant will be billed for the water service thereafter. Until the Village is so notified of a change of occupancy, the consumer of record will be responsible for all unpaid bills. Whenever a special meter reading is required for any purpose, the then occupant of the property affected shall be responsible to the Village for a fee as provided in Chapter
82, Fees and Deposits, for such service to be performed in the reading of the said water meter.
Upon change of occupancy, the new occupant must
secure from the former owner or tenant the transfer of his rights
and shall assume his obligations under the water service contract
on the written form provided for this purpose at the office of the
Village, or he must enter into a new contract for water service.

All bills are payable within 30 days after the
billing date as shown by the service classification. All unpaid bills
for water service shall be charged a penalty at the rate of 10% every
four months cumulatively if not paid within this thirty-day period
and shall become a lien upon the premises from the date of rendering
of bill until paid. The Village may exercise any and all rights given
to it under statute for foreclosure of such lien.
