The source of the revenues for the retirement of debt service, capital expenditures and operation and maintenance of the public sewerage works shall be a base unit user charge established by the Village Board of Trustees on a yearly basis as hereafter provided and assigned to the owners of all benefited property within the corporate limits,
A. 
The Village Board of Trustees shall, by resolution, establish the base unit user charge for each fiscal year and apportion said charge upon the lands within the area benefited in proportion as nearly may be to the benefit which the Village Board determines each lot or parcel will derive therefrom, together with the ratio of such benefit.
B. 
Upon completion of such apportionment, the Village Board shall prepare and file with the Village Clerk for public inspection a tentative assessment roll indicating the apportionment hereinabove mentioned.
C. 
As soon thereafter as practicable, the Village Clerk shall publish in the village's official newspaper a notice of apportionment and the filing of the tentative roll and stating that a hearing will be held at a specified location and time, not less than 10 days after the publication of such notice, to consider and review the assessment and tentative roll and that, prior to the hearing, the assessment and tentative roll can be examined by the public in the office of the Village Clerk during usual business hours.

D. 
The Board shall meet at the time and place specified in the notice and hear objections to such apportionment and to such tentative roll. The Board may modify anti correct the same or exclude land from the area of local assessment, but no assessment shall he increased and no lands added thereto without notice thereof to the owner and an opportunity to be heard. The Board may adjourn the hearing from time to time without further notice and, as soon as practicable, complete the apportionment and assessment and file the same in the office of the Village Clerk.
E. 
Upon such completion and filing, the Village Cleric shall publish notice of the same in the village's official newspaper.
F. 
Any person deeming himself aggrieved thereby may, within 15 days after publication of the notice of the filing of such apportionment and assessment in the office of the Village Clerk, apply to a court of record for an order of certiorari to review said assessment. The apportionment and assessment shall be deemed final and conclusive unless such an application is made within such 15 days. At the conclusion of the fifteen-day period, the Village Clerk shall cause the amounts set forth in the assessment as confirmed by the Board to be included on the village tax rolls.
