It shall be the property owner's obligation to obtain appropriate approvals, extend water mains and connect into the Village water system. In cases of extreme hardship, the applicant may propose an alternate water supply system, including a well, for review by the Village, Orange County Health Department and Department of Environmental Conservation.
The use of wells for domestic water supply presents concerns regarding adequate water pressure, volume, quality and consistency. In addition, wells are generally inadequate for fire fighting, and their proliferation may cause aquifer depletion.
Wells may be permitted in cases where they constitute a backup system to municipal water or where the well is used solely for nonpotable purposes such as lawn watering and car washing. In this instance, the applicant, as a part of his proposal, must demonstrate that his well will not adversely affect his neighbor's water supply and that the well and municipal systems are thoroughly separate and isolated.
Those wells that are legally operational and those for which drilling has legally begun at the date of this Article shall be permitted to continue. All others shall be prohibited or require an approval as specified above.
