Such notice may be served personally or by mail, and if by mail, it may be addressed to such master plumber at the address registered by him with the Plumbing Inspector of the Village, but the failure of the master plumber to register will relieve the Plumbing Inspector from the requirement of giving notice of violation. Notice to an owner may be served personally or by certified mail addressed to such owner at the address set forth in the last completed assessment roll for the Village. Unless the violation is removed within three days after the day of serving or mailing of such notice, exclusive of the day of serving or mailing, the Plumbing Inspector may proceed according to law.
Any person committing an offense against any provision of this chapter shall be guilty of a violation punishable by a fine not exceeding $250 or by imprisonment for a term not exceeding 15 days, or by both such fine and imprisonment. The continuation of an offense against the provisions of this chapter shall constitute, for each day the offense is continued, a separate and distinct offense hereunder. If such person is a master plumber, the Board in addition may forfeit or suspend any license, certificate of competency or registration which he may hold under the provisions of this chapter. The Village shall also, to the extent necessary to collect fines or penalties and to assure compliance with the code, have his bond forfeited by reason of the breach of the condition thereof.
