This article provides standards governing the condition and maintenance of residential premises, to safeguard the safety, health and welfare of the occupants and users thereof.
This article shall be applicable to the following:
A. 
Lots, plots or parcels of land on which buildings devoted to residential use or occupancy, mixed occupancy buildings or accessory structures are located.
B. 
Vacant land located in any residential zoned district.
Junk and/or junked vehicles shall not be stored or parked in open areas of the premises. Any and all junk or junk vehicles shall be stored within completely enclosed buildings, or stored out of sight and public view of passersby, and out of sight and view from any point on neighboring properties in an R (Residential) district.
A. 
Yards, courts and vacant lots shall be kept clean and free of hazards.
B. 
Surface and subsurface water shall be appropriately drained to protect buildings and structures and to prevent ponding.
C. 
Heavy undergrowth and accumulations of plant growth which are noxious or detrimental to health and safety shall be eliminated.
D. 
Fences walls and other minor constructions shall be maintained in safe, good and substantial condition.
