No person, natural or otherwise, shall hereafter occupy, allow to be occupied or let to another person for occupancy, any residential rental unit within the Township of Hilltown unless the landlord/lessor notifies the Township within 30 days after said occupancy of the name(s), address and number of persons occupying a specific unit. Registration forms may be obtained at the Township Building.
A registration for each residential unit shall be filed by January 31 of each calendar year and then throughout the year whenever there is a change of occupant(s) as set forth above. All registrations under this chapter shall be forwarded to the Township within 60 days after the enactment hereof for the first year.
The landlord/lessor shall provide a forwarding address of any tenant (residential, commercial, industrial) that has vacated the leased property during the previous reporting period.
No fee shall be charged for this registration.
Any person who violates or permits a violation of this chapter shall, upon conviction in a summary proceeding brought before a District Justice under the Pennsylvania Rules of Criminal Procedure, be guilty of a summary offense and shall be punishable by a fine of not more than $1,000, plus costs of prosecution. In default of payment thereof, the defendant may be sentenced to imprisonment for a term not exceeding 90 days. Each unreported tenant constitutes a separate offense; each day or portion thereof that such violation continues or is permitted to continue shall constitute a separate offense; and each section of this chapter that is violated shall also constitute a separate offense.
