No person shall connect any improved property with any part of the sewer system without first making application for and securing a permit, in writing, from the Township, as provided for by ordinance of the Township. Such application shall be made on a form to be provided by the Township.
This Township does charge a tapping/connection fee, in the amount set forth in § 123-28, against the owner of any improved property whenever such owner hereafter shall connect any such improved property with the sewer system. Such tapping/connection fee is charged for connection of each such improved property by the owner of such improved property.

The amount of the tapping/connection fee for connection of each improved property in the Lower Frederick Township sewer system shall be set by resolution.
The tapping/connection fee shall be due and payable at the time application is made to the Township to make any such connection to the sewer system, as provided in § 123-26, or upon the date when the Township shall connect any such improved property to the sewer system, at the cost and expense of the owner, when such owner shall have failed to make such connection as required by the Township pursuant to the provisions of the ordinance then in effect requiring such connection.
All tapping/connection fees shall be payable to the Secretary of the Township, or to such other officer or representative of the Township as shall be authorized, from time to time, by designation of the Board of Supervisors, to accept payment thereof.
This Township covenants and agrees to deposit, within seven days of the date of collection, any tapping/connection fees charged and collected in its sewer revenue account, to be established pursuant to its loan agreement with Union National Bank and Trust Company. The Township agrees to make such transfers and deposits so long as the loan with UNB is in effect.
Payment of tapping/connection fees charged by this Township pursuant to this article shall be enforced by this article in any manner appropriate under laws at the time in effect.
The Township reserves the right, from time to time, to adopt modifications of, supplements to or amendments of this article.
