It shall be the duty of any member of the Geneseo Police Department, as shall be designated by the Chief of Police, to enforce parking regulations, to affix to any vehicle parked in violation of any section of any Article of the Code of the Village of Geneseo, or the provision of any law of the State of New York governing parked or standing vehicles, a ticket, in such form as approved by the Board of Trustees.
Such ticket shall contain a notice, directed to the owner or operator of the vehicle to which it is affixed, that the vehicle to which it is affixed has been parked in violation and instructing such owner or operator that he is subject to penalties as listed and hereinafter provided.

A. 
Any person who violates any section of any article of the Code of the Village of Geneseo or any provision of any law of the State of New York governing parked or standing vehicles within the Village of Geneseo shall, upon receiving a parking ticket, as approved by the Board of Trustees, be subject to the following penalties:
(1) 
For failure to pay meter, a fine of $15.

For overtime parking at meter, a fine of $15.

For parking between 2:00 a.m. and 7:00 a.m., a fine of $20.

(4) 
Except as otherwise provided by law, any person who parks in spaces clearly marked for use by the handicapped without a special municipal parking permit or whose motor vehicle is not registered in accordance with § 404-a of the Vehicle and Traffic Law and being used for the transportation of a handicapped person shall be subject to a fine of $50 for the first offense and $75 for the second offense occurring within a period of two years. Vehicles may be towed if illegally parked in a handicapped parking space.

(5) 
For any other parking violation, a fine of $10.

(6) 
Failure to pay any fines within a period of 15 days will result in an additional fine of $5 being assessed.

B. 
The failure of such owner or operator to make a designated payment within 30 days after the date of issuance shall render such owner or operator subject to invitation by summons and punishable by fine as shall be deemed suitable by the Village Justice of the Village of Geneseo.
(1) 
Such fine shall not exceed $50 for each violation.
The Police Department of the Village of Geneseo and all members thereof designated by the Chief of Police to enforce parking regulations are hereby authorized to cause the removal of any vehicle illegally parked in violation of any Village ordinance controlling parking, or the provisions of any law of the State of New York governing parked, standing or abandoned vehicles, or where any such vehicle is so parked as to create or constitute a traffic hazard or obstruction. The removal shall be effected as follows:
A. 
Any vehicle so removed shall be stored and impounded in a suitable place.

B. 
The owner or person in charge of such vehicle may redeem the same upon payment to the vendor rendering service of the amount of all expenses actually and necessary incurred in effecting such removal. Upon providing evidence of satisfaction of debt, valid operator's license and proof of insurance to the Village of Geneseo Police Department, the vehicle may be released.
