As used in this article, the following terms
shall have the meanings indicated.
A person commonly referred to either as a "peddler" or "hawker,"
who goes from place to place or from house to house by traveling on
the streets and carries goods, wares and merchandise for consumers.

This article is enacted for the purpose of regulation
and control, and the fees imposed hereunder are intended to cover
the reasonable cost of administration of this article.
It shall be unlawful for any peddler to sell,
solicit or dispose of or offer any goods, wares or merchandise within
the Borough of North Arlington, without first obtaining the licenses
hereinafter mentioned and paying the license fees herein prescribed.
Any person, firm or corporation desiring to
obtain a license under this article shall apply in writing to the
Borough Clerk or such other official as the Mayor and Council may
designate. The application shall be on a form or forms prepared by
the Borough Clerk and approved by the Mayor and Council. Following
the filing of the application, the Borough Clerk or such other officer
as may be designated by the Mayor and Council shall investigate and
verify the facts therein stated. After such investigation and the
payment of the license fees prescribed, the license shall be issued
and shall be evidenced by a plate, badge or other means of identification.
A.
Licenses for vehicles. A license shall be obtained
for each wagon, pushcart, bicycle, tricycle, automobile or other vehicle,
whether motor driven or not, used in connection with peddling. This
license may be transferred from one vehicle to another owned by the
same licensee. The plate, badge or other evidence of such license
shall be displayed at all times in a conspicuous part of the vehicle.
B.
Licenses for individuals. A license shall be obtained
by each individual actually engaged in the business of peddling, either
as owner of the business or as agent, servant or employee of another
licensed peddler. This license shall not authorize any individual
except the one designated therein to peddle thereunder, and shall
not be transferable. The said license shall be carried by the individual
at all times and shall be exhibited upon the demand of any of the
citizens of the Borough or any member of the Police Department.

Each license shall be good only in the year
in which it is issued and shall be effective from the first day of
January in each year. Any licensee applying for and obtaining a license
after January 1 of any year shall pay the license fee for the full
year and shall not be allowed any rebate or refund if the said licensee
surrenders the license before the expiration of the year.
The license fees payable shall be as follows:
A.
License fees for vehicles. Each wagon, pushcart, bicycle,
tricycle, automobile or other vehicle, whether motor driven or not,
used in connection with peddling shall be subject to a license fee
as hereinafter set forth. Any vehicle carrying any one of the specified
licenses following may be used in connection with the peddling of
any other goods, wares and merchandise for which the same or a lesser
fee is payable.

Peddlers of ice and fuel: $10.

Peddlers of shrubbery, plants, bulbs and products
of the nursery: $25.
(3)
Peddlers of fruits and vegetables: $15.
(4)
Peddlers of house furnishing goods: $50.
(5)
Peddlers of bread, cakes, pastries and pies: $50.
(6)
Peddlers of dairy products, butter, cheese, eggs and
poultry (milk excepted): $25.
(7)
Peddlers of fish or fish products: $15.
(8)
Peddlers of meat and/or groceries: $50.
(9)
Peddlers of candy, soft drinks, sandwiches, box lunches
and cigars: $25.
(10)
Peddlers of ice cream or ice cream combinations:
$50.
(11)
Peddlers of dry goods and wearing apparel: $25.
(12)
Peddlers with wagon, pushcart, automobile or
other vehicle, whether motor driven or not, selling any article not
hereinbefore provided for, for each vehicle: $25.
B.
Licenses for individuals. The license fee for any
individual peddling goods, wares and merchandise of any kind whatsoever,
shall be $5, except that a license for one named individual shall
be issued without charge with the license for each wagon, pushcart,
automobile or other vehicle.

Any person, persons, firm or corporation violating any of the provisions of this article shall, upon conviction thereof be punishable as provided in Chapter 1, Article I, General Penalty, in the discretion of the presiding Judge. Any fine imposed against a corporation may be recovered in an action of debt.
