A. 
Findings.
(1) 
Chapter 208 of the Laws of 1973 permits a municipality to enter into a contract with another governmental unit to provide services involving police protection.
(2) 
The borough has heretofore indicated an intent to enter into such an agreement with the Bergen County Narcotics Task Force in order to provide the services of such task force to the Borough of Old Tappan.
B. 
Agreement, authorization and execution. There is hereby authorized the entering into of an agreement between the Borough of Old Tappan and the Bergen County Prosecutor's Office as agent for the Bergen County Narcotics Task Force, in accordance with a certain agreement, copies of which are on file at the office of the Borough Clerk, 247 Old Tappan Road, Old Tappan, New Jersey and are available for inspection on weekdays between the hours of 9:00 a.m. and 4:00 p.m.
C. 
The Mayor and the Borough Clerk are authorized and directed to execute and attest the agreement in the name of the Borough of Old Tappan.
A. 
Findings.
(1) 
Certain federal funds are potentially available to the County of Bergen under Title I of the Housing and Community Development Act of 1974, commonly known as the Community Development Revenue Sharing Act.
(2) 
It is necessary to establish a legal basis for the County of Bergen and its people to benefit from this program.
(3) 
An agreement has been proposed under which the Borough of Old Tappan and the county, in cooperation with other municipalities, shall establish an Interlocal Service Program pursuant to N.J.S.A. 40:8A-1.
(4) 
It is in the best interest of the borough to enter into such agreement.
B. 
Agreement; authorization; execution. The Mayor and Council of the borough shall enter into an agreement entitled, "Agreement Between the Borough of Old Tappan and County of Bergen, and Certain Municipalities Located Therein, for the Establishment of a Cooperative Means of Conducting Certain Community Development Activities," a copy of which is attached hereto and shall be executed by the Mayor and Borough Clerk in accordance with the provisions of law.[1]

A. 
Findings. The Borough of Old Tappan has ascertained, and does hereby determine, that it is situated within the sewer district of the Bergen County Utilities Authority or is, directly or indirectly, discharging sewage into rivers or their tributaries in the State of New Jersey and can advantageously use facilities of the district sewer system of the Authority, and that it will be economical and in other respects advantageous to it to have sewage and other wastes treated and disposed of by the Authority on and pursuant to the terms of the agreement authorized by this section.
B. 
Execution of agreement. The borough shall enter into an agreement with the Bergen County Utilities Authority and various other parties, if necessary, providing for and relating to the treatment and disposal of sewage and other wastes and the cost and expense of such treatment and disposal, on the terms and conditions and substantially in the form authorized by this section. The Mayor shall be and is hereby authorized and directed on behalf of the borough to execute such agreement under the Corporate Seal of the borough, which shall be affixed and attested to by the Borough Clerk, and to deliver the same.
The agreement entitled, "Three Year Cooperative Agreement: An Agreement Superseding the Cooperative Agreement Dated May, 1975, and Amendments Thereto for the purpose of Inserting a Description of Activities for the Thirteenth year (July 1, 1987 - June 30, 1988) Urban County Community Development Block Grant Program," to clarify the planning and implementation procedures, and to enable the borough to make a three year irrevocable commitment to participate in the Community Development Program for the program years 1988, 1989 and 1990 (July 10, 1988 - June 30, 1991) shall be executed by the Mayor and Borough Clerk in accordance with the provisions of law.

Findings.
(1) 
It is the considered opinion of the Mayor and Borough Council that senior citizens of low income in the community are entitled to safe and sanitary housing accommodations at rentals such persons can afford.
(2) 
Such low rental housing accommodations are in extremely short supply, and overcrowded and congested housing will eventuate from such a shortage and thereby impair public safety and economic values.
(3) 
The shortage of such safe and sanitary housing for low-income senior citizens cannot be totally relieved through private enterprise and that, therefore, new and rehabilitated construction of housing projects and facilities would not be competitive with private enterprise.
(4) 
The borough is desirous of having its territorial area included in the area of operation of the Housing Authority of Bergen County.
B. 
Agreement; authorization; execution.
(1) 
The borough desires to participate in the area of operations of the Housing Authority of Bergen County throughout the territorial boundary and the jurisdiction of its Mayor and Council for the purpose of alleviating the shortage of safe and sanitary housing.
(2) 
The borough does hereby consent to its inclusion in the area of operation of the Housing Authority of Bergen County.
(3) 
The borough understands that the Housing Authority of Bergen County will not make application for new construction in the borough without the approval of the Borough Council.
(4) 
The Borough Clerk shall file a certified copy of this section with the Commissioner of the State Department of Community Affairs and with the Secretary of the Housing Authority of Bergen County.
A. 
Findings.
(1) 
Pursuant to N.J.S.A. 52:17C-1 et seq., all municipalities in the state are required to be serviced by E-911 service.
(2) 
The governing body of the Township of River Vale and the governing body of the Borough of Old Tappan have found it to be in the best interests of their respective municipalities to have the Township of River Vale provide to the Borough of Old Tappan said E-911 services through a Public Safety Answering Point (PSAP) to be established in River Vale.
(3) 
The Township of River Vale has previously provided certain police services to the Borough of Old Tappan, including dispatching services, which services are more particularly stated in an Interlocal Services Agreement dated February 27, 1991, and the governing body of the Township of River Vale and the governing body of the Borough of Old Tappan desire to amend and expand this contractual arrangement so as to permit the Township of River Vale to provide E-911 services to the Borough of Old Tappan.
(4) 
N.J.S.A. 40:8A-1 et seq., referred to as the Interlocal Services Act, authorizes and provides for the execution of interlocal service agreements between municipalities on certain terms and conditions.
B. 
Authorization and execution. The Borough Council hereby approves and authorizes the Mayor and Borough Clerk to execute an expanded interlocal services agreement with the Township of River Vale providing for E-911 service, together with regular dispatching and other police services as set forth therein, which agreement shall supersede the aforementioned Interlocal Services Agreement between the Township of River Vale and the Borough of Old Tappan dated February 27, 1991.
C. 
A copy of the agreement shall be filed and available for public inspection in the office of the Borough Clerk and within 10 days of its introduction, this section shall be published as required by law together with a notification of the time and place at which said agreement is available for inspection as required by N.J.S.A. 40:8A-4.
