The office of Borough Administrator is hereby
created in and for said Borough, pursuant to the provisions of this
article.
A.
Appointment to the office of Borough Administrator
shall be made by the Mayor of the Borough of Palmyra, with the advice
and consent of the Borough Council.
B.
The term of the Borough Administrator shall be a one-year
appointment from January 1 to December 31.
C.
The Borough Administrator may be removed by a two-thirds
vote of the Borough Council. The resolution of removal shall become
effective three months after its adoption by the Borough Council.
The governing body may provide that the resolution shall have immediate
effect; provided, however, that the governing body shall cause to
be paid to the Borough Administrator forthwith any unpaid balance
of his salary and his salary for the next three calendar months following
adoption of the resolution.
D.
During the absence or disability of the duly appointed
Borough Administrator, the Borough Council may, by resolution, appoint
an officer or regular employee of the municipality to perform the
duties of the Borough Administrator during such absence or disability.
Such absence or disability shall be limited to three months, after
which time such absence or disability may be deemed to create a vacancy
in the office.
The Borough Administrator shall receive as salary
such sums as may be fixed and adopted by the Borough Council of the
Borough of Palmyra in the annual Salary Ordinance of the Borough.[1]
A.
The Borough Administrator shall be the chief administrative
officer of the Borough of Palmyra and shall at all times be under
the supervision of and responsible to the Borough Council for all
actions relevant to the duties and responsibilities of said office,
to the extent not prohibited by law.
B.
Duties and responsibilities. The Borough Administrator,
for the purpose of carrying out his responsibilities, shall develop,
promulgate and implement, with the approval of the Borough Council,
sound administrative, personnel and purchasing practices and procedures
for all departments, offices and agencies of the Borough of Palmyra
and shall, as he shall be instructed by the Borough Council, study,
recommend, implement and enforce the procedures and policies of the
Borough.
Nothing in this article shall derogate from
or authorize the Borough Administrator to exercise the powers and
duties of the elected and appointed officials or employees.
