As used in this article, the following terms
shall have the meanings indicated:
CAMPAIGN COMMITTEE
A.
A candidate committee, joint candidates committee,
political committee, or continuing political committee, as defined
in N.J.A.C. 19:25-1.7 et seq., that aids or promotes the nomination
or election of any candidate for municipal elective office in Palmyra
or aids or promotes the nomination or election of any holder of Palmyra
municipal elective office for any political office;
B.
A political party committee of Palmyra, as defined
in N.J.A.C. 19:25-1.7 et seq.;
C.
Any entity or association whose purpose or activity
substantially includes promoting or supporting candidates for municipal
elective office in Palmyra.
CONTRIBUTION
The meaning set forth in N.J.A.C. 19:25-1.7 et seq. It specifically
includes, but is not limited to, contributions by check or cash, gifts
of tangible things, in-kind contributions, and pledges or commitments
of contributions.
No country committee of a political party organized
pursuant to N.J.S.A. 19:5-3, no state committee of a political party
as organized pursuant to N.J.S.A. 19:5-4, or any national committee
of a political party shall pay or make any contribution of money or
other thing of value to any candidate or campaign committee that aids
or promotes the nomination or election of any candidate for municipal
office in Palmyra or aids or promotes the nomination or election of
any holder of a municipal elective office for any political office
in Palmyra.
No candidate or campaign committee that aids
or promotes the nomination or election of any candidate for municipal
office in Palmyra or aids or promotes the nomination or election of
any holder of a municipal elective office for any political office
in Palmyra shall solicit or accept any contribution of money or other
thing of value from any county committee of a political party organized
pursuant to N.J.S.A. 19:5-3, no state committee of a political party
as organized pursuant to N.J.S.A. 19:5-4, or any national committee
of a political party.
No member of Borough Council shall nominate
or vote to appoint any business entity or organization to a professional
no-bid contract if that council member for the year subsequent to
his/her election received or the Campaign Committee of that council
member received any contribution or other thing of value from that
business entity or organization during the year of the Council member's
most recent campaign.
Any person or entity who knowingly, purposely,
or recklessly violates any provisions of this article, or who aids
or abets a violation of any provision of this article, shall be subject
to fines not to exceed $1,000.
