It shall be unlawful for the owner of any horse
or mule, or other person having custody thereof, to permit it to run
at large upon the streets or other public places in the Borough or
upon the property of others without the permission of the owners of
such property.
The owner of any horse or mule, or other person
having custody thereof, permitting it to run at large upon his own
property shall enclose the part of such property upon which such horse
or mule is allowed to run at large with a fence sufficiently high,
strong and adequate in all respects to prevent such horse or mule
from going through, over or under such fence into or upon the public
streets or property of other persons.
It shall be unlawful for any person to ride
a horse or mule upon the public streets of the Borough during the
period from 30 minutes after sunset to 30 minutes before sunrise.
It shall be unlawful for any person to ride
or drive a horse or mule at a speed or in such a manner as to endanger
or be likely to endanger a person or property.
Any person found guilty of violating any provision
of this article shall be punished by a fine not exceeding $50 or by
imprisonment in the county jail for a period not exceeding 30 days
for each violation.
