A. 
The Borough does incorporate N.J.S.A. 4:19-17 et seq. as applicable in this section of the Code.
B. 
The owner of a dog which is declared vicious or potentially dangerous shall be responsible for all actual costs and expenses in impounding and destroying the dog, convening the panel, notices and such other administrative functions as may be required to be provided by the Borough.
C. 
The license fee for a potentially dangerous dog shall be the sum of $700.
D. 
Said license shall provide for the issuance of dog registration number and a red identification tag. The last three digits of the registration number shall be the three-number code assigned to the Borough pursuant to the regulations promulgated pursuant to N.J.S.A. 4:19-17 et seq.

When a dog has attacked, bitten and injured a human being, the Director of Public Safety/chief law enforcement officer or Animal Control Warden shall impound the dog for a period of 10 days or may order the owner of the dog to quarantine the dog on the owner's premises or in a veterinary clinic for 10 days. At the end of the aforesaid ten-day period, any dog under impoundment or quarantine shall be examined by a licensed veterinarian, who shall ascertain that the dog is free of rabies and shall issue a certificate to that effect, which certificate must be presented to the local Board of Health or Animal Control Warden before the dog can be released from impoundment or quarantine. A copy of said certificate shall be provided by the local board of Health to each person bitten or otherwise injured by the dog. The owner shall be responsible for reimbursement of any costs borne by the Borough with respect to the dog's impoundment, quarantine and examination by a veterinarian (including the issuance of a certificate, as aforesaid). An impoundment or quarantine may be disposed of humanely by order of the Director of Public Safety/chief law enforcement officer or the Animal Control Warden.
Any officer or agent authorized or empowered to perform any duty under this article is hereby authorized to go upon any premises to seize and impound any dog which he may lawfully seize and impound when such officer is in immediate pursuit of such dog or dogs, except upon the premises of the owner of the dog if said owner is present and forbids the same.
No more than three dogs of licensing age shall be kept, maintained or harbored at one time in any residential housing unit or on its grounds or in any business establishment or on its grounds after the effective date of this article, except that this restriction shall not apply to properly licensed kennels, pet shops, pounds and shelters.
No person under the age of 18 years may own, control, attempt to control or walk a vicious or potentially dangerous dog. In the event of a violation of this section, such person may be charged with an act of delinquency if so permitted by state statute, and the owner and/or handler of the vicious or potentially dangerous dog, if the owner and/or handler is 18 years of age or over, shall be subject to the penalties set forth in this article.
A. 
No owner of any dog nor any person in charge of any dog shall suffer or permit such animal to run at large upon any public street, public park, public building or other public place within the Borough or on private property without the permission of the owner of said property or other person having control thereof.
B. 
Every person owning, keeping or harboring any dog in this Borough shall prevent such dog from running at large upon the lands of any person, other than the person owning, keeping or harboring such dog, without the consent of the owner of such lands.
C. 
No person shall own, keep or harbor a dog or other domestic animal which habitually barks, howls, cries or makes other noises for more than any one hour or continuously barks and howls for periods of less than one hour but more than 1/2 hour, which periods occur on two or more consecutive days, whether during the day or night. No person shall own more than one dog or other domestic animal which, as a collective group, habitually barks, cries, howls or makes other noise for more than any one hour or continuously barks and howls for periods of less than one hour but more than 1/2 hour, whether during the day or night. Nothing in this subsection shall prohibit the normal and occasional barks, cries, howls or other noises associated with any one such domestic animal.
In the event that the provisions of N.J.S.A. 4:19-17 et seq. are inapplicable, any person who violates any provisions of this article or does any act or thing herein prohibited or neglects, fails or refuses to do any act or thing herein required to be done shall, upon conviction, pay a fine of not less than $25 nor more than $500 for each offense.
