No person shall, without legitimate business
or purpose, idly remain or loiter in, about or upon any street, sidewalk,
park or other public place, or at any public gathering or assembly,
or in front of, in or around any store, shop or business or commercial
establishment, or upon any private property or place.
No person shall, without legitimate business
or purpose, idly remain or loiter in an automobile parked upon any
public street or on any private property or place after having been
directed by a police officer to move away therefrom.
Any person who shall violate any of the provisions
of this chapter, or do any act or thing herein prohibited, shall,
upon conviction thereof before the Municipal Magistrate or other judicial
officer authorized to hear and determine the matter, forfeit and pay
such fine, not exceeding $25 for each offense, as shall be imposed
by the Magistrate or other judicial officer in his discretion. Any
person who refuses or neglects to pay forthwith a fine imposed upon
him and the costs and charges incident thereto shall be committed
to the county jail for a period not exceeding 10 days, in the case
of a first conviction, and in the case of a conviction for a second,
subsequent or continuing violation, for a period not exceeding 30
days.
