[Amended 3-12-1991 by Ord. No. 91-3]
In cases where the property owner shall have failed to ascertain and affix upon any building the number or numbers applicable to said building as provided in §§
69-2 and
69-3, the Zoning Officer shall serve a notice upon the owner, by personal service or by registered or certified mail addressed to his last known address, to affix the required number within three days after receipt of said notice. In cases where the owner shall have failed or refused to affix said required number within the time provided in the notice, the Zoning Officer shall cause to be affixed to said building the number or numbers applicable to the same. The Zoning Officer shall certify the cost thereof to the Council. Upon receipt of the certificate, the Council shall examine the same and, if found correct, shall cause such cost to be charged to the owner or owners of the land upon which said building is situated. The amount so charged shall thereupon become a lien and tax upon such lands and shall be added to and become part of the taxes next to be levied and assessed upon such lands. Said amount shall bear interest at the same rate and shall be collected and enforced by the same officers and in the same manner as taxes.
