There is hereby created a Clean Communities
Awareness and Recycling Committee, in accordance with the Clean Communities
Program Act, N.J.S.A. 13:1E-213 et seq.
The mission of the Clean Communities Awareness
and Recycling Committee is to nurture community pride and spirit through
public participation and awareness in maintaining beautiful Pemberton
Township litter and graffiti free and by protecting our cedar lakes,
pine and oak forests, public spaces and property values from unsightly
debris that can be recycled.
The Committee shall carry out the following
objectives:
A. To carry out the guidelines set forth in the Clean
Communities Program Act, N.J.S.A. 13:1E-213 et seq., and as established
by the New Jersey Department of Environmental Protection.
B. Plan and implement throughout the Township at least
six community cleanup days per year.
C. Enhance the Clean Communities effort by coordinating
activities with the school district and civic associations, including
but not limited to the Lions Club, Rotary, Historic Trust, Soroptimists,
Scouts, Presidential Lakes, Country Lakes, Lake Valley and the Browns
Mills Improvement Associations.
D. Function as a liaison between the Council, the Department
of Public Works and the County of Burlington on the Recycling and
Clean Communities Program.
E. Reduce resident solid waste costs by increased recycling
and decreased tipping fees through public awareness.
F. Improve property values, protect natural resources
and prevent degradation of the environment through antilittering and
antidumping campaigns.
G. Implement a rewards program, subject to approval of
the Council, to recognize individuals and organizations that are partners
in the Recycling and Clean Communities Program.
H. Schedule meetings and presentations with residents,
organizations, businesses, the school district and various interest
groups to improve participation in the Clean Communities effort.
I. Subject to available funds, maintain a website to
highlight educational programs and accomplishments and to recognize
individuals and organizations that are partners in the Clean Communities
initiative and to collect feedback from residents to report litter
hotspots, make suggestions and get involved.
The Committee shall be responsible for the following
assessment and planning:
A. Evaluate and recommend enforcement policies to the
Council. Monitor the effectiveness of recycling policies and laws.
B. Report to the Council on a quarterly basis about the
progress they have made in achieving their goals. The report will
also identify and prioritize areas throughout the Township in need
of cleanup.
C. Determine the feasibility of adding materials to be
recycled to those already recycled by the Township and develop a plan
for phasing in these materials.
D. Prepare the Committee's year end report by November
15 of each year. The report shall include a summary of the previous
year's accomplishments and a comprehensive plan, including a tentative
timeline for the next year. The plan shall also contain a list of
objectives, materials and the budget needed to accomplish the established
goals.
E. Assist the Township in the preparation of its annual
statistical report which must be submitted annually to the New Jersey
Clean Communities Council.
F. Identify potential grants that may be available through
the county, state and federal government that may benefit the Township
of Pemberton.
The Committee shall consist of up to 15 members.
The presence at a meeting of a majority of the appointed members shall
constitute a quorum. All members shall be residents of Pemberton Township
during their entire term of service, except for Class B and Class
D members, who may reside anywhere. The membership shall be divided
into six classes as follows:
B. Class B: Mayor's designee.
C. Class C: Environmental Commissioner.
D. Class D: representative of a business conducted in
Pemberton Township.
E. Class E: Pemberton Township Board of Education designee.
F. Class F: Ten residents, at least one of whom shall
reside in and or represent Presidential Lakes, Country Lakes, Sunbury
Village, Browns Mills, Lake Valley, Rottau Village, Oak Pines, Johnson
Court, New Lisbon and Birmingham.
