The elected Mayor shall be the chief executive and administrative officer of the Town. He shall:
A.
Enforce the Charter and ordinances of the Town and all general laws applicable thereto.
B.
Supervise, direct and control all departments of the municipal government and shall require each department to make an annual and such other reports on its work as he may deem desirable. All appointments made by the Mayor will be with the advice and consent of the Council.
C.
Require each department to make sufficient written reports of its work as he may deem desirable, and the Mayor shall prepare annual written reports relative to the progress of each department, which reports shall be submitted to the Council for its consideration on or before April 15 and October 15 of each calendar year.
D.
From time to time, make such written recommendations for action by the Council as he may deem necessary in the public interest.
E.
Submit a written report annually on or before January 15 to the Council and the public on the work of the previous year, on the condition and requirements of the Town government for the current year and with a progress report as to all long-range plans for the municipality.
F.
The Council shall deal with employees of the Department of Administration and other administrative departments solely through the Mayor or his designee. All contact with the employees and all actions and communications concerning the administration of the government and the provision of municipal services shall be through the Mayor or his designee, except as otherwise provided by law.
G.
Notify the Council, by written submission to the Municipal Clerk, of any changes in municipal personnel as they occur.
H.
Be granted the authority to execute regulations to close streets on behalf of the Town of Phillipsburg.
I.
Require such reports and examine such accounts, records and operations of any board, commission or other agency of municipal government as he deems necessary.
J.
Prepare and submit to the Council on or before January 15 for its consideration and adoption an annual operating budget and a capital budget, establish the schedules and procedures to be followed by all municipal departments, offices and agencies in connection therewith and supervise and administer all phases of the budgetary process.
K.
Supervise the care and custody of all municipal property, institutions and agencies and make recommendations concerning the nature and location of municipal improvements and execute improvements determined by the governing body.
L.
Sign all contracts, bonds or other instruments requiring the consent of the Town.
M.
Review, analyze and forecast trends of municipal services and finances and programs of all boards, commissions, agencies and other municipal bodies, and report and recommend thereon to the Council.
N.
Supervise the development, installation and maintenance of centralized budgeting, personnel and purchasing procedures as may be authorized by ordinance.
O.
Negotiate contracts for the municipality, subject to Council approval.
P.
Assure that all terms and conditions imposed in favor of the Town or its inhabitants in any statute, franchise or other contract are faithfully kept and performed.
Q.
Serve as an ex officio nonvoting member of all appointive bodies in municipal government of which he is not an official voting member.
R.
Have such other functions, powers and duties as are provided by Charter or ordinance.
