A. 
The Mayor shall serve as Director, without additional compensation. The Department shall consist of the following:
(1) 
Division of Police Department.
(2) 
Division of Fire Prevention.
(3) 
Division of Emergency Management.
(4) 
Division of Fire Department.
(5) 
Division of Emergency Squad.
(6) 
Division of Animal Control.
B. 
Each division shall organize and administer a system to receive and adjust citizens' complaints with respect to services rendered by the Division and to provide or issue to the Mayor a statement of disposition of such complaints within five working days.
Within the Department, there shall be the Division of Police Department, which shall consist of such officers and men as are authorized pursuant to law (see Chapter 105, Police Department). The force shall be organized according to such table of organization as shall be prescribed by the Chief of Police, subject to the approval of the Mayor.
A. 
Police force functions. The police force under the supervision and direction of the Chief of Police shall:
(1) 
Enforce all Town ordinances.
(2) 
Preserve the public peace, prevent crime and detect and arrest offenders against the penal laws and all ordinances effective within the Town.
(3) 
Administer and enforce laws and ordinances to regulate, direct, control and restrict the movement of vehicular and pedestrian traffic and the use of the streets by vehicles and persons generally, including all parking regulations pursuant to Chapter 67, Vehicles and Traffic.
(4) 
Remove all nuisances in the public streets, parks and other public places.
(5) 
Inspect and observe all places of public amusement or assemblage and all places of business requiring any state or municipal license or permit and report thereon to the appropriate department.
(6) 
Operate a training program to maintain and improve the efficiency of the members of the force.
(7) 
Administer and enforce Town regulations pertaining to taxicabs as provided by ordinance (see Chapter 575, Taxicabs) and approve licenses thereunder.
B. 
Discipline. Under the supervision of the Director, the Chief of Police shall promulgate and from time to time revise and enforce a manual of police discipline, practices and procedures for the better administration of the work of the Department and for the discipline and efficiency of the police force. The manual will be reviewed annually with the Mayor.
C. 
Disciplinary hearings. The Mayor shall have the power to hear and determine any charge or charges filed against a member of the police force pursuant to Chapter 47 of Title 40 of the Revised Statutes.
D. 
School traffic guards. There shall be traffic guards appointed by the Mayor for temporary and seasonal services within the Division. Such guards shall serve under the direction and supervision of such officer of the Division as the Chief of Police may designate and shall assist in the regulation of traffic and in the protection of the safety of school children at such school crossings as may be designated pursuant to law. The Chief of Police shall provide appropriate training upon initial hiring and annually thereafter.

Within the Department of Public Safety, there shall be an Emergency Management Council consisting of not more than 15 members; this Council shall have the functions, powers and duties prescribed by general law, executive order, ordinance or resolution (New Jersey Laws of 1953, Chapter 483, as amended, N.J.S.A. App. A:9-41). The Chairman of the Council shall be the Emergency Management Coordinator.
B. 
An Emergency Management Coordinator shall be appointed by the Mayor pursuant to the Charter and state laws and regulations (N.J.S.A. App. A:9-40.1).
C. 
The Emergency Management Council and the Emergency Management Coordinator shall have such official tenure and such functions, powers and duties as are provided by state statute and executive orders, rules and regulations thereunder (N.J.S.A. App. A:9-33 et seq.).
A. 
The Fire Department of the Town of Phillipsburg, as constituted and empowered by Chapter 58, Fire Department, of the Code of the Town of Phillipsburg, is continued, except that the powers and duties therein prescribed for the Director of Public Safety are hereby transferred to the Mayor.
B. 
The Fire Chief shall supervise and enforce the Town's interest in public contracts for fire hydrant service.

The Phillipsburg Emergency Squad, as heretofore authorized by Chapter 46, Emergency Squad, of the Code of the Town of Phillipsburg, is continued, except that the members are sworn in by the Town Clerk and the Bylaws of the Squad shall be approved by the Council.

The Division of Animal Control shall be responsible for animal control within the Town as provided in N.J.S.A. 4:19-1 et seq. This Division shall be headed by a certified animal control officer as provided by N.J.S.A. 4:19-15.16b.
