The Department of Recreation shall:
A. 
Administer and operate municipal public parks, pools, playgrounds and play fields and facilities for indoor and outdoor sports, athletics and recreational programs and activities for children and adults.
B. 
Sponsor and administer cultural and recreational programs and activities in cooperation with other public and private agencies and organizations such as Recreational Advisory Committee and/or in cooperation with the Senior Center.
C. 
Utilize the Department of Municipal Services with respect to the maintenance and repair of public buildings and grounds used, controlled or managed by the Department for recreational purposes.
D. 
Utilize such buildings, facilities and services as may be made available by nonpublic sources for public recreational programs and activities.
E. 
Administer and operate such parks, open space areas and community facilities as the Town may have or acquire for purposes of public recreation or conservation.
F. 
Within the limits of available appropriations, cooperate and participate with other municipal, school, County, state and federal agencies in the development, administration, financing and operation of recreation and conservation programs for the use and benefit of the inhabitants of the Town.
The Director of the Department of Recreation, with the approval of the Mayor, may adopt suitable rules and regulations for the safety and conduct of persons using recreational facilities and for the preservation of public peace and order at public events, and any person who shall violate any such rule or regulation shall be punishable as provided by Chapter 1 of the Code. The Town Clerk may charge and collect for the use of the Town a reasonable fee for admission to or use of facilities, programs or activities provided under this Article when specifically authorized by resolution of the Council.
A. 
Committee established; membership. Within the Department of Recreation, there shall be a Recreation Advisory Committee, consisting of one representative from each organization, one Phillipsburg resident student from each high school and one person appointed by the Council and one person appointed by the Mayor. The Mayor and Supervisor shall serve as ex officio members. Each member shall serve for a term of one year, except that appointees of the Mayor and the Council shall serve for two years. Vacancies shall be filled for the unexpired term only. Members shall serve without compensation.
B. 
Powers and duties. The Committee shall advise and assist the Department in the planning and development of public recreational programs, areas and facilities; and it shall promote the optimum coordination of public and other recreational facilities within the Town.
The Department may, by agreement, cooperate in the administration, operation and staffing of the Youth Center for the purpose of providing public recreational facilities for youth and adults.
