If any section, part of section, sentence, clause
or phrase of this chapter shall be held to be unconstitutional or
invalid, the remaining provisions hereof shall nevertheless remain
in full force and effect.
All ordinances or parts of ordinances inconsistent
with the provisions of this chapter shall be and the same are hereby
repealed.
This chapter shall take effect 10 days from
the date of publication after final passage and upon approval of the
Department of Transportation of the State of New Jersey.

The Phillipsburg Police Department, on behalf
of the municipality, is hereby authorized to enforce all applicable
laws, ordinances and regulations as to the parking of vehicles in
the municipality, whether upon the streets or on lands or other facilities
owned or maintained by the municipality or the authority or elsewhere.
