No person shall erect within the corporate limits
of said Town any building or buildings, walls or other permanent improvements
adjoining or upon any street or alley without first applying to and
having the line or lines and grade regulated by the Municipal Engineer,
who is hereby required to regulate and mark the lines, boundaries
and grades of any such street or alley, adjoining to which such improvements
are to be made.
No person shall set or erect any curb stone
or gutter stone along the line of or upon any street or alley within
the limits of said Town without first obtaining the line or lines
and grade thereof from the Municipal Engineer; and no person who shall
have the building line, curbline or grades regulated as aforesaid
shall deviate therefrom.

All building lines, curblines and grades shall
be entered into a book to be kept by the Municipal Engineer. The owner
of each and every lot shall be entitled to have the building line,
curbline and grade of the street adjoining said lot furnished by first
obtaining an order for said lines and grades from the Clerk and presenting
the same to the Municipal Engineer along with the required fee of
$50. When such order and fee shall be presented to said Engineer,
it shall be his duty to furnish the lines and grades required to the
person presenting the same, and he shall also file with the Clerk
a certificate showing the name of the owner, the location of the lot
and the page in the aforesaid book of records in which said regulation
shall be recorded.
No person who shall be furnished the regulations
aforesaid shall be again entitled to the same at the expense of the
Town but shall be required to pay to the Clerk, for the use of the
Town, the fees provided for the services of the Engineer, a fee of
$0.50 per foot.

Any person or persons who shall offend against the provisions of the first two sections of this article (Article
IV, §§
545-10 and
545-11) shall, for each offense, be punished as provided in Chapter
1, General Provisions, Article
II, General Penalty, together with costs of prosecution.
