The owner and/or tenant of lands abutting or bordering upon the sidewalks or walking areas of public streets and highways of the Town of Phillipsburg shall at no time place, or cause to be placed, hedge clippings, leaves, straw, thatch, plant stems and roots, tree branches, tree stumps, shrubbery or other similar material in the street abutting the sidewalks or walking areas except as specifically provided for herein.

Leaves may be placed in the street along the curbline in those sections of Town or on those specific streets or portions thereof as specifically designated by the Town Council only during those times and/or dates so designated by the Town Council.
A.
At all other times and dates and in all other locations in the Town, the owner and/or tenant may place grass clippings, hedge clippings, leaves, straw, thatch, plant stems and roots or other similar material in approved plastic bags or covered garbage cans whose overall capacity shall not exceed 30 gallons and/or 50 pounds and may place them in the walking area on those days scheduled for garbage collection. Tree branches not in excess of four inches in diameter and shrubbery must be tied in bundles not to exceed three feet in length or 50 pounds of weight. All items in this section must be separated from all other garbage, refuse, recyclable materials and other materials.
B.
No more than three containers and/or bundles per week may be placed in the walking area for collection, except that the Town Council may waive the limitation during those times and/or dates so designated.
