A landing field to be used as a heliport for the landing and takeoff of helicopters shall be established, constructed and maintained on land hereinafter described and owned by the Borough of Rutherford, which said land is hereby set apart for that purpose. The said land is situate, lying and being within the Borough of Rutherford and is described as follows.
A. 
Being known as a part of Plot 65B in Block 219 as shown on the Official Assessment Map of the Borough of Rutherford and more particularly described as follows.

Beginning at a point in the most easterly corner of Plot 65B in Block 219 as shown on said map, and running thence (1) southwesterly 380 feet along the southeasterly line of Plot 65B to the southwesterly line of Plot 65B; thence (2) northwesterly along said line 465 feet; thence (3) northeasterly and parallel with the first course 380 feet to the northeasterly line of Plot 65B; thence (4) southeasterly along the said line 465 feet to the point or place of beginning.
That the cost and expense of constructing, controlling, equipping, improving, maintaining, operating and regulating said landing field shall be appropriated in the manner provided by law for any other municipal expense.
Regulations may be adopted and fees or charges may be established for the use of said landing field in the manner provided by law.
The operation of said landing field shall at all times be subject to the laws of the State of New Jersey and the United States of America and the rules and regulations of any agency or officer thereof thereto appertaining.
