As used in this article, the following terms
shall have the meanings indicated:
STREET
Includes one or more streets, public thoroughfares, roads,
highways, lanes and alleys, or any part thereof.
ENGINEER
The authorized representative of the Planning Board.

Where required by the Superintendent of Public
Works or the Township Engineer due to soft or unstable conditions,
subbase shall be installed as follows: The subbase shall consist of
six inches compacted thickness of bank-run sand and gravel Type 4,
Class B, or Type 5, Class A, soil aggregate. The subbase shall be
constructed in accordance with Division 2, Section 9, of the New Jersey
Department of Transportation specifications.

A. The base course shall consist of 5 1/2 inches
compacted thickness of bituminous stabilized Base Mix No. 2, installed
in two lifts concurrently. The materials and method of construction
shall comply with Division 3, Section 2(a), and the amendments thereto,
of the New Jersey Department of Transportation specifications.

B. All utility structures and appurtenances, including
manhole frames, catch basin frames and valve box covers, shall be
installed flush with the top surface of the base course paving. At
the time of the wearing course installation, all structures shall
be raised accordingly, with approved type risers.
C. All inlets shall be installed flush with the top of
the base course (eight-inch curb face). At the time of top course
installations, the pavement shall be feathered to the inlet.
D. Base course shall not be installed between November
20 and April 1 except when the ambient air temperature is at least
40º F. and rising as determined by the Superintendent of Public
Works or the Township Engineer.

A. Bituminous concrete top course shall be a plant mix
bituminous concrete mix No. 5 having a compacted thickness of two
inches. The material and methods of construction shall be as set forth
in Addendum A of the New Jersey State Highway Department specifications.

B. In new construction, the materials shall be applied
when the surface is properly shaped and compacted and when notice
is received from the Engineer that it is in condition for the application.
Immediately before the application, the surface shall be thoroughly
cleaned, and all loose and foreign material that might interfere with
proper penetration of the bituminous material shall be swept off.
C. The bituminous material shall not be applied when
the surface is wet. If dust remains that cannot be removed by sweeping,
the surface shall be sprinkled with water. Application shall not be
made unless the condition of the surface is acceptable to the Township
Engineer.
D. Top course shall not be installed between November
1 and April 20 except when the ambient air temperature is at least
40º F. and rising as determined by the Superintendent of Public
Works or the Township Engineer.

Installation of all drainage structures shall be subject to the approval of the Planning Board regarding type, location and quantity and shall be in strict accordance with the New Jersey State Highway Specifications Division 5, Miscellaneous Structures, Section
1-5 inclusive and Section 9-12 inclusive.

All catch inlets and manholes being part of
the stormwater conveyance system shall be precast concrete structures,
except that where, in the opinion of the Township Engineer, special
considerations so dictate, concrete block structures may be substituted
for precast units, catch basins, inlets and manholes shall be in accordance
with the dimensions and specifications as shown on the applicable
standard detail drawings.

The work shall be inspected throughout the course
of construction by the Township or its duly authorized agent.
When the project has been completed, the owner
shall so notify the Engineer. If it is not acceptable to the Engineer,
he shall advise the owner as to the particular defects to be remedied
before final acceptance is made.
