There shall be a Department of Sewers and Sanitation in the Borough of Woodcliff Lake, the head of which shall be the Administrator of Sewers and Sanitation.
A.
Under the supervision and direction of the Administrator, the Department of Sewers and Sanitation shall:
(1)
Have charge of the sanitary sewer system within the Borough of Woodcliff Lake.
(2)
See that the sanitary sewer system of the Borough of Woodcliff Lake is properly flushed from time to time and kept free from obstruction.
(3)
Be in charge of any extensions of the Borough of Woodcliff Lake sanitary sewer system.
B.
The Administrator of Sewers and Sanitation shall have the power, subject to the approval of the Mayor and Council, to hire all necessary laborers and employees to carry out any work or duties assigned to him by any provision of this chapter or any other ordinance of the Borough of Woodcliff Lake. He shall keep suitable books and records in his office for the purpose of maintaining an accurate account of all moneys expended by him and an accurate account of all persons employed by him, indicating the time of employment, the nature of work performed and the duration of the work. This subsection shall not be deemed to authorize the Administrator of Sewers and Sanitation to expend any moneys of the Borough of Woodcliff Lake or to obligate the Borough for expenditures of any moneys without prior written authorization of the Mayor and Council.
C.
The Administrator of Sewers and Sanitation shall furnish a monthly report to the Mayor and Council in such form as they shall prescribe, which report shall describe all of the activities of the Department of Sewers and Sanitation during the preceding month.
