No person, firm or corporation shall, by outdoor fire, burn or cause to be burned by outdoor fire:
A. 
Vegetation, including but not limited to trees, tree branches, leaves, yard trimmings, shrubbery, grass, weeds and crops.
B. 
Rags or clothes, leather, rubber, carpets, wood, excelsior, paper, ashes, furniture, tin cans, glass, crockery, masonry and other similar materials.
C. 
Waste animal or vegetable matter from houses, kitchens, restaurants or from any other source or food of any other kind to be thrown away.
The following are exceptions from the outdoor burning prohibitions of this chapter.
A. 
Burning of refuse for training or research exercises in fire protection or prevention when conducted by the Woodcliff Lake Fire Department in compliance with Chapter 2 of the New Jersey Air Pollution Control Code.
B. 
Whenever a permit has been issued by the Woodcliff Lake Fire Chief, or such other person as may be designated by him to issue such permits, and in compliance with Chapter 2 of the New Jersey Air Pollution Control Code.

Any person who violates or neglects to comply with any provision of this chapter shall, upon conviction thereof, be punishable by one or more of the following: a fine of not more than $2,000, imprisonment for not more than 90 days, or a period of community service not to exceed 90 days, in the discretion of the court. Each day a particular violation may continue shall constitute a separate offense.
