Pursuant to the provisions of Chapter 349, page 1919, paragraph 5, Laws of 1953, and any amendments thereto and/or supplements thereof, the provisions of Subdivision B of Article I of N.J.S.A. 26:3-1 et seq. are hereby adopted so that thereafter the Township of Wyckoff shall no longer be subject to the provisions of Subdivision C of said article.

The local Board of Health shall be composed of seven members, one of whom shall be a physician and one of whom shall be a member of the Township Committee, and not more than two alternate members. Alternate members shall be designated at the time of appointment as Alternate No. 1 and Alternate No. 2. Alternate members may participate in discussions of the proceedings but may not vote except in the absence or disqualification of a regular member. A vote shall not be delayed in order that a regular member may vote instead of an alternate member. In the event that a choice must be made as to which alternate member is to vote, Alternate No. 1 shall vote.

Said members and alternate members shall be appointed by the Chairman of the Township Committee and confirmed by the Township Committee.
A. 
The term of each member, excepting the physician member and the member of the Township Committee, shall be for two years commencing on the first day of January, and the term of the alternate members shall be for two years except that of the first two alternate members appointed, one shall be appointed for a term of one year so that the term of not more than one alternate member shall expire in any one year.

B. 
The term of the physician member shall be for three years from the time of his appointment and until his successor is appointed.
C. 
The term of the Township Committee member shall be for one year.
If any vacancy shall occur on the local Board of Health, excepting in the office of the physician member, it shall be filled in the same manner in which the original appointment was made but for the unexpired portion of the term only. In the event a vacancy shall occur in the office of the physician member and the Township Committee shall fail to appoint a physician member within 10 days after the death, removal or resignation of any physician or after the expiration of his term, the State Department of Health may appoint a physician as a member of the local Board, who shall hold his office for the term of three years from the time of his appointment by the State Department of Health and until his successor shall be appointed.
The local Board of Health shall appoint, on the day of organization, which shall occur within the first five days after the appointment of the members thereof, in each year, a place, day and hour for the regular meeting of the Board for the hearing of complaints, reports and general business, and shall cause to be published in the Township newspaper notice of the same. At least one regular meeting shall be held in each year. Special meetings may be called at any time by the President of the Board or by the State Department.
At the organization meeting the members of the Board shall elect a President and appoint a Secretary, who need not be a member thereof.
For attendance on meetings of the Board, members of the Board shall each receive the sum of $2 for each meeting, to be paid in the same manner as members of the Township Committee are paid.
Said local Board of Health may adopt rules, regulations or ordinances for its government and that of its officers and employees, not inconsistent with law or the State Sanitary Code.
