The provisions of this article shall apply except
when it is necessary to stop a vehicle to avoid conflict with other
traffic or in compliance with the directions of a police officer or
official traffic control device.

No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule IX (§
201-28), attached to and made a part of this chapter.

No person shall park a semi-truck or tractor-trailer at any time upon any of the streets or parts thereof described in Schedule IXA (§
201-28.1), attached to and made a part of this chapter.

A. It shall be unlawful for any operator of a vehicle
to stop, stand or park such a vehicle between the curb and the sidewalk
on any street within the Village of Hudson Falls, with the exception
of the New York State highways within the Village.
B. Fines for violations of this section shall be as designated in §
201-19B.
No person shall park a vehicle for longer than the time limit shown in Schedule XI (§
201-30) at any time between the hours listed in said Schedule XI of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XI, attached to and made a part of this chapter.

A. The regulations hereinafter provided shall apply to the three Village-owned
parking lots, which shall be hereinafter referred to as the "municipal
parking lots," located:
(1) Southerly of Maple Street and easterly of the former county courthouse
and annex building;
(2) At the former Paris Park parking lot located easterly of Village
Hall and between Locust Street and Clark Street; and
(3) At the village parking area located between Main Street and Wall
Street, and northerly of property owned by the St. Mary's Catholic
Church.
B. The three above-described parking lots shall be hereinafter collectively
referred to as the "municipal parking lots." Said municipal parking
lots shall be available for general public parking of all motor vehicles
with the following exceptions: trucks used for commercial purposes;
any vehicle larger than 21 feet in length, seven feet in width and
seven feet in height; motor buses; trailers; semi-trailers; camping
trailers; motor homes; mobile homes; tractors; recreational vehicles;
and nonmotorized vehicles.
C. There shall be no parking in any of the municipal parking lots between
the hours of 2:00 a.m. and 6:00 a.m. on any day, unless a vehicle
has a valid, Village-issued parking permit as hereinafter provided.
D. Village-issued parking permits. Residents of the Village of Hudson
Falls shall be eligible to purchase parking permits to park at any
time in a designated space in a specific municipal parking lot upon
the following terms and conditions.
(1) Applications for parking permits shall be available at Village Hall
and shall require the following information: 1) full name; 2) proof
of Hudson Falls Village residence of the permit applicant; 3) vehicle
license plate number; 4) valid driver's license; 5) a copy of
the vehicle registration; and 6) applicant's home and cell phone
numbers. Only one permit per vehicle owner is allowed.
(2) Fees for parking permits for the reservation of a parking space shall
be issued on a first-come-first-served basis. Fees for the issuance
of a parking permit shall be determined by a resolution of the Village
Board of Trustees. In the event that the permit holder no longer needs
the use of a permit, regardless of reason, the permit fee is nonrefundable.

(3) Each permit will designate and dedicate a specific parking space
in one of the above three defined municipal parking lots. Any nonpermitted
vehicle occupying a permitted space at any time shall be subject to
towing at the owner's expense and a fine of $50.
(4) During winter months, whenever snowfall requires plowing in the judgment
of the head of the Village Public Works Department, all parking in
any of the three above-named municipal parking lots, including by
holders of parking permits, may be suspended in order to accommodate
plowing of said parking lots. In such cases, temporary "no parking"
signs may be posted by the Village. Vehicles which are parked during
such times of such winter parking suspensions will be issued parking
tickets and be liable for the following fines: a) first violation,
$50; b) second violation, $100; and c) third and subsequent violations,
each $150. In addition, vehicles in violation of winter parking suspensions
shall be subject to towing at the expense of the vehicle owner. The
Village may elect to give advance notice of time periods when plowing
of the parking lots may be expected by posting said notice on the
Village website. However, vehicle owners may not rely on whether or
not the Village has posted such a notice.
(5) By issuance of a parking permit, the Village makes no warranty or
representation as to the safety of any vehicle utilizing the permits.
The permit holder shall indemnify, defend and hold the Village harmless
from any claim made by any user of the permit to be issued in connection
with the use of the parking permit or the parking lot, including any
damage to any vehicle or person.
