No person shall cause, permit or allow the escape,
into the open air, of such quantities of ashes, dust, cinders, dirt
or other material, or noxious gas in such place or manner as to cause
or have a natural tendency to cause injury, detriment, or annoyance
to any person or to the public or in such a manner as to cause or
have a natural tendency to cause injury or damage to business or property.
Any person who shall violate any provision of this chapter shall be punished as provided in Chapter
1, Article
III, of this Code.
