It is hereby declared to be the purpose of the
Village of Hammondsport, pursuant to the provisions of § 72-j
of the General Municipal Law of the State of New York and any acts
amendatory thereto, to establish, maintain and operate certain off-street
motor vehicle parking lots, herein sometimes called "public parking
facilities," on land now owned or leased, or hereafter acquired or
leased, by the Village of Hammondsport for the specific purpose of
providing motor vehicle off-street parking facilities and parking
space for the convenience, welfare, safety and accommodation of the
public and the promotion of the orderly flow of traffic and relieving
traffic congestion.
As used in this article, the following terms
shall have the meanings indicated:
The stopping and standing of a motor vehicle, occupied or
unoccupied, upon any portion of a public parking facility or Village
parking area for a period longer than necessary for the unloading
of passengers therein.
Use of the parking facility shall be restricted
to automobiles, light trucks, pick-up trucks and motorcycles. Parking
of any motor vehicle of an unladened weight of five tons or more or
of a length of 14 feet or more shall not be allowed on any Village
parking lot. Parking anything other than a motor vehicle in any Village
parking lot is also prohibited.
