There shall be a Finance Committee for the Town to which shall be referred all articles in any warrant hereafter issued for a Town Meeting. The Selectmen, after drawing a warrant for a Town Meeting, shall immediately forward a copy thereof to each member of said Committee which shall consider all articles in the warrant and make such report, in print or otherwise, to the Town Meeting as it deems for the best interest of the Town.
The Finance Committee shall consist of nine persons to be appointed as provided in § 49-3.

A. 
The Moderator, the Board of Selectmen, and the Finance Committee, each in their individual and official capacity shall, within 30 days of the Annual Town Meeting, appoint one member to the Finance Committee, from the citizens of the Town, for the term of three years, and it shall be the duty of the Moderator to see that such appointments are made, and to notify the Town Clerk of the names of the persons so appointed each year.
B. 
No member of the Finance Committee shall serve more than three successive, full terms of three years.

C. 
The Finance Committee shall elect a Chair and secretary from its members at the first meeting, held as soon as possible each year after the Annual Town Meeting.

A. 
In the event of a vacancy or vacancies occurring on the Finance Committee, the original appointing authority for that member shall be notified and the original appointing authority shall appoint a new member to complete the remainder of the term.

B. 
In each instance the majority of the officers entitled to vote shall be necessary for such appointment, and for the purpose of this bylaw each member of a board or committee shall be deemed an officer entitled to vote.
