For the purpose of this revision, and in the interpretation and application of all other ordinances heretofore or hereafter adopted, except as the context may otherwise require:
The entity responsible for administering the affordability controls of some or all units in the affordable housing program for the Borough of Chester to ensure that the restricted units under administration are affirmatively marketed and sold or rented, as applicable, only to low- and moderate-income households.

The Municipal Administrator/Clerk duly appointed pursuant to law.
The Borough of Chester in the County of Morris and State of New Jersey.
The Mayor and Council of the borough.
The Municipal Clerk duly appointed pursuant to law.
Any group of people chosen to report or act on a certain matter or question.
An organizational unit of the government established or designated by ordinance or this revision as a department, together with any agency or instrumentality of the government assigned to such organizational unit by the Borough Council.
Any person, whether compensated or not, whether part-time or full-time, employed by the Borough of Chester who is not a local government officer, but shall not mean any employee of a school district.
Licensed in accordance with the appropriate section or chapter of this revision.
A calendar month unless otherwise specifically provided.
A proposal by a member of the Council or Committee, that said Council or Committee, on approval by a majority vote as provided by law, take certain specific action.
The employee charged by the governing body with the responsibility for oversight and administration of the affordable housing program for the Borough of Chester.

Construed to include an affirmation where an affirmation may be substituted for an oath. In such cases the words "swear" and "sworn" shall be construed to be equivalent to the words "affirm" and "affirmed."

Any person, whether compensated or not, whether part-time or full-time:
Elected to the governing body of the Borough of Chester;
Serving on a local government Board, Agency, Commission or Committee; or
Who is a managerial, executive or confidential employee as defined in section 3 of the New Jersey Employer-Employee Relations Act, P.L. 1941, c. 100, but shall not mean any member of a school district or member of a School Board.
Construed as if the words "of the Borough of Chester" followed it.
Any act of local legislation heretofore or hereafter adopted, and including this revision, so long as it is adopted by the procedure required for the adoption of an ordinance and so long as it remains in force and effect pursuant to law.
Any part owner, joint owner, tenant in common, tenant in partnership, joint tenant, or tenant by the entirety, of the whole or of a part of a building or land.
Any individual natural persons, partnerships, joint ventures, societies, associations, clubs, trustees, trusts, corporations or unincorporated groups; or any officers, agents, employees, servants, factors or any kind of personal representatives of any thereof in any capacity, acting either for himself or for any other person, under either personal appointment or pursuant to law.
Goods and chattels, rights and credits, moneys and effects, evidences of debt, and all written instruments by which any right to, interest in, or lien or encumbrances upon, property or any debt or financial obligation as created, acknowledged, evidenced, transferred, discharged or defeated, in whole or in part, and every thing, except real property as herein defined, which may be the subject of ownership. "Preceding" and "following "shall mean next before and next after, respectively.
Real and personal property.
Any and every public ground, public square, public park or other public place within the borough.
Include lands, tenements and hereditaments, all rights thereto and interests therein.
A formal resolution, passed by a majority of the members of the Council or Committee which expresses its policy or opinion or provides for subsidiary or procedural matters.
Any portion of a street between the curbline and the adjacent property line, intended for the use of pedestrians, excluding parkways.
Includes a street, avenue, road, alley, lane, highway, boulevard, concourse, driveway, culvert, sidewalk, and crosswalk, and every class of road, square, place or municipal parking field used by the general public.
Any group of people chosen to review and report to the Council or Committee on a certain matter to assist the Council or Committee in its work.
Applied to a building or land, shall include any person who occupies the whole or part of such building or land, whether alone or with others.
Seven days.
