(1) Any individual or group requesting scheduled use of
the community center site park or any other park owned and operated
by the Village shall apply for a permit. Permit holders shall have
priority over non-permit holders and be entitled to usage of requested
areas upon approval.
(2) The permit shall state the requested area and reason
for the request as well as all other pertinent information needed
to fill such request, such as date, time, activity planned, name of
group and fees, as well as a signature of an individual or representative
of the applying group.
(3) All permits shall be issued subject to park rules
and regulations and issued in writing by an authorized employee designated
by the Village Manager. The person to whom such permits have been
granted shall be bound by such rules and regulations as fully as though
the same were inserted in the permits, and any person or organization
to whom such permit has been granted shall be liable for any loss,
damage or injuries sustained by the Village or by any person by reason
of the negligence of the person or persons to whom such permits have
been granted, their servants and agents. No permit holder shall be
allowed to sublet any approved facilities or activity areas.
(4) A special community event or special private event permit is required for any use that is regulated as such by §
17.365 of this Code.
The parks and community center areas are available
for public use from sunrise to 10:30 p.m., with the exception of the
tennis courts at the community center which may be used until 11:00
p.m.

No person shall bring into, drink from or have
in his possession any spirituous, vinous, malt or mixed liquors, whether
opened or unopened, in any Village park or in the community center
site area, except in such areas as designated by the Village Board
and only as allowed by permit, and except at such place as beverages
are sold by licensees of the Village.

No person shall be permitted to smoke or hold a cigarette, cigar, or pipe, or use any electronic vaping devices, as defined in §
9.21(5)(a) of this Code, in any Village park building or section of a building or in any public park area.
All litter, including paper, glass, cans or
other trash, shall be deposited in the receptacles provided for that
purpose. Any person who breaks bottles or any glassware in any park
shall immediately pick up the broken pieces and remove them to a park
waste container.
Use of loudspeakers or other amplifying equipment
is not permitted in the Village parks or community center site park
unless expressly requested and approved by the Village Board.

No animals or horses are permitted in the Village
parks, except for pet dogs and service dogs. Dogs in the parks must
be leashed.
No person or group shall make or kindle any
fire for any purpose except in the cooking grills provided unless
specifically requested, approved and noted on the park permit. The
use of private charcoal burners in picnic areas is permitted, provided
that lawns and other vegetation are not damaged. Unburned coals and
ash shall be disposed of in such manner as to prevent littering, fire
and damage to any park property.
No person shall ride horseback in any park.
No person shall erect any temporary structure
or edifice unless approved and noted on the park permit. Signs and
decorations of any kind brought into the park are permitted only with
requested permission and as noted on the park permit.

All groups or individuals shall be responsible
for adequate supervision for the entire period during which the facility
or area has been requested and approved. Any questions or disagreements
about the amount of supervision required shall be resolved by the
Village Manager.

No person shall sell, keep or offer for sale
any tangible or intangible article, merchandise or thing nor solicit
for any trade, occupation, business or profession or for alms within
any park without the written permission of the Village Manager.

(1) All conditions and situations not covered by the rules
and regulations provided in this chapter shall be resolved by the
Village Manager.
(2) The Village Manager may adopt additional or revised
rules and regulations for the proper conduct in administration of
the parks, which rules and regulations shall be in effect until either
approved or rejected by the Village Board at its first scheduled meeting
subsequent to the promulgation of such rules and regulations.
The rules and regulations governing parks and
parkways under the jurisdiction of Milwaukee County enacted by ordinance
by the Board of Supervisors of Milwaukee County, being Chapter 47,
Parks and Parkways, of the Milwaukee County Code, are hereby incorporated
by reference as though fully set forth herein, but the penalty for
violations under this chapter shall be limited to a forfeiture as
set forth in this chapter.
Any person who shall violate any of the provisions of this chapter shall be subject to a penalty as provided in §
25.04 of this Code. Each violation and each day a violation continues or occurs shall constitute a separate offense. This section shall not preclude the Village from maintaining any appropriate action to prevent or remove the violation of this chapter.
