The Lower Township Skateboard Park (the "Park") shall be open for use by residents of the Township. Each resident shall be permitted to bring two guests per visit, who are not residents of the Township.

Residents of the Township shall be entitled to free use of the Skateboard Park. Daily passes for nonresidents shall also be available at a fee of $5 per day.
The Park shall be under the direction and control of the Superintendent of the Recreation Department (the "Superintendent"), who shall have authority to enforce the provisions of this article and promulgate additional rules and regulations for the management, use and enjoyment of the Park.
All users of the Park shall at all times be required to wear an approved helmet, elbow and knee pads and nonskid shoes or sneakers, and follow such other rules and regulations for safety as adopted by the Superintendent.
All Park users shall be required to execute a waiver and release prior to admission to the Park. The form of such waiver and release shall be prepared by the Township Solicitor and approved by the Township's insurance carrier. Waivers and releases for any individual under 18 years of age shall be executed by that individual's parent or legal guardian. Waivers and releases for all Park users shall be kept on file for a period of one year from such individual's first use of the Park and, after each one-year period, a new waiver and release shall be executed and filed.
The Park shall be open year-round, with hours of operation to be determined by the Superintendent. It is anticipated that the Park will be open on weekends and most holidays; however, the Park shall be closed when the Township's Recreation Hall is closed. It is also anticipated that the hours of operation will be from 10:00 a.m. to 5:00 p.m. (weather permitting) from November 1 through March 31 and 10:00 a.m. to 8:00 p.m. (weather permitting) from April 1 through October 31. The Superintendent may establish different hours of operation for use by different age groups.
All Township resident users of the Park shall be required to obtain a photo ID from the Township for which a five-dollar fee will be charged. Such ID shall be turned in to the recreation aide prior to each use of the Park and will be returned after each such use.
Signs which recite the rules and regulations for use of the Park shall be posted at the entrance and at least one conspicuous place at the Park. Such signs shall be approved by the Township Solicitor and insurance carrier.
Children under 12 years of age must be accompanied by a responsible adult at all times. Any such responsible adult must sign a document accepting responsibility for the supervision and care of the child during such child's use of the Park. The form of such document shall be prepared by the Township Solicitor and approved by the Township's insurance carrier.
Any member who violates the Park rules and regulations shall be immediately removed from the Park, forfeit his/her membership without refund and be denied access to the Park for a period of three months. Any daily user who violates the Park rules and regulations shall be immediately removed from the Park and also denied access to the Park for a period of three months.
